Comm. Minutes--June 6, 1994 1216

MOTION, passed
Mr. Ness moved and Mrs. Toussaint seconded that the Darrell
and Irene Crowston property in the City of Reiles Acres be
adjusted to ~86,500 for the 1994 assessment. On roll call
vote, motion carried unanimously.

MOTION, passed
Mr. Ness moved and Mrs. Toussaint seconded that the City of
Reiles Acres be urged to correct disparities and under-
assessments for the 1995 assessment. Failure to do so
could result in a future reassessment by the County Board
of Equalization. On roll call vote, motion carried
unanimously.

Continuing with equalization of cities, Mr. Evan Hass of 198 Woodcrest
Drive, City of Fargo, appeared before the County Board of Equalization
and presented printed information on what he believes to be comparable
properties which are assessed less than his property.

Mr. Klein deferred to Ben Hushka, Fargo City Assessor, to respond on
this matter. Mr. Hushka said the City Assessor's Office did re-
inspect the property at the request of Mr. Hass after a reappraisal
in that area, and the next appraisal came in higher. He said the
system they have developed for assessing property is applied uniformly
to all properties, and he recommends sustaining the value at $168,100.
Mr. Hass believes the value should range between $150-152,000.

Concerning Mr. Hass' first comparable, a property located at 36
Prairiewood Drive, Mr. Hushka said his office has downgraded the
property in the Prairiewood area because homes were selling for less.
Mr. Klein recommends that the County Board of Equalization maintain
the assessment set by the City of Fargo Assessor's Office, and that
the home owner work with the City Assessor's Office over the summer
if he is aware of other comparable sales. MOTION, passed
Mr. Wieland moved and MrS. Toussaint seconded to follow the
recommendation of the County Equalization Director and not
reduce the Evan Hass property, but that Mr. Hass continue
to negotiate with the City of Fargo on his assessment. On
roll call vote, motion carried unanimously.

Mr. Klein asked if there are any other matters concerning equalization
of cities to come before the Board. Hearing none, the Board proceeded.

Equalization of townships--all townships were notified of Mr. Klein's
recommendations concerning increases, and he asked if anyone was
present to speak on recommended increases for Raymond and Harwood
Townships. No one asked to speak at this time. MOTION, passed
Mrs. Toussaint moved and Mr. Eckert seconded that the
residential lot and structure values be increased 4% in
Raymond and Harwood Townships. On roll call vote, motion
carried unanimously.

Mr. Klein learned that nine airport hangers at Kindred are situated
on airport authority land and are taxable as possessory interests
