Minutes--May 16, 1994 1210 <br /> <br />16. <br /> <br />Mr. Sovig said two landowners who have property adjoining the Johnson <br />property are interested in dividing the lot and each owning half. He <br />wondered if the Commission prefers that one person acquire this land, <br />and if the property needs to be advertised for sale. State's Attorney <br />John Goff asked Mr. Sovig to present his questions in writing before <br />he will offer a response. <br /> <br />Concerning a CDBG grant award for disaster recovery assistance, which <br />was sponsored by the City of Harwood in the Harwood area, Mr. Sovig <br />thinks the county should become involved because of the magnitude of <br />it. He will work with the County Planning Commission in this regard. <br /> <br />BUILDING AND GROUNDS UPDATE; WATER RESOURCE OFFICE TEMPORARY <br />RELOCATION; PUBLIC ADMINISTRATOR CONTRACT; DPI FORMS CO~ITTEE; <br />JUVENILE JUSTICE CENTER DUCT WORK; ATTORNEY GENERAL OPINION ON WEED <br />BOARD MEMBERSHIP; WEED OFFICER HIRED; WELFARE REFORM WORK GROUP; NACO <br />CONFERENCE, Committee reports <br />Bonnie Johnson reported that it will cost about $22,000 to remove an <br />underground tank located between the jail and courthouse and replace <br />it with a smaller tank. There may be some additional cost for <br />removing any contaminated soil around the tank, which the County Road <br />Department may be able to assist with at a lesser cost. MOTION, passed <br /> Mr. Wieland moved and Mr. Ness seconded to approve an <br /> expenditure of ~22,000 from the County Contingency Fund for <br /> removal and replacement of the underground fuel oil tank <br /> for the generator. On roll call vote, motion carried <br /> unanimously. <br /> <br />Mrs. Johnson reported that the Water Resources Office would like to <br />temporarily move from the Juvenile Justice Center building because of <br />noise and dust from the upcoming construction of three new floors. <br />Commissioners had no objections to the move. <br /> <br />Concerning a contract for Public Administrator, Mrs. Johnson said the <br />State's Attorney recommends that County Court should contract with the <br />Public Administrator rather than a contract between the Public <br />Administrator and the County Commission. Commissioners were in <br />agreement that Mrs. Johnson should meet with the County Judges to work <br />out the details, and Mr. Ness suggested an in-house secretary from the <br />County Auditor's Office for part-time secretarial duties. MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded that Cass County <br /> Court enter into an agreement with the Public <br /> Administrator. On roll call vote, motion carried <br /> unanimously. <br /> <br />Mrs. Johnson reported that she asked Mark Johnson, North Dakota <br />Association of Counties Executive Director, to assist in trying to get <br />someone from Cass County to serve on the study committee being formed <br />by the Department of Public Instruction to look at the possibility of <br />eliminating the middleman (county superintendents of schools) from the <br />process of getting forms to individual school districts throughout the <br />state. <br /> <br /> <br />
