Minutes--May 2, 1994 1203 <br /> <br />13. <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />FARGO-CASS COUNTY ECONOMIC DEVELOPMENT CORPORATION, Quarterly report <br />John Kramer, President of the Fargo-Cass County Economic Development <br />Corporation (FCCEDC), highlighted items of interest from his written <br />report dated April 21, 1994. On March 23, 1994, FCCEDC was notified <br />by the Internal Revenue Service that the Growth Initiative Fund <br />had been approved for 501 (c)(3) tax exempt status, he said. <br /> <br />County Auditor Michael Montplaisir asked if the County Commission <br />wants to take action on the release of funds when the request is made <br />for Growth Initiative Funds. Mr. Risher asked if it would be the <br />consensus of the Commission to release the funds upon request, based <br />upon budget approval. Mr. Wieland said all funding requests approved <br />by the FCCEDC have already been scrutinized by their Board. <br /> <br />U.S. FISH AND WILDLIFE SERVICE, Refuge revenue sharing payment <br />Lee Albright, representing the U.S. Fish and Wildlife Service in <br />Valley City, reported that he deposited a refuge revenue sharing check <br />in the amount of $8,805 with the Cass County Treasurer, as payment in <br />lieu of property taxes. Mr. Wieland asked what percentage the payment <br />is based upon and Mr. Albright said it is based on 77%, which is lower <br />than last year's figure. Mr. Ness asked how many acres are controlled <br />by the Fish and Wildlife Service in Cass County, and Mr. Albright said <br />he will send that information to the Commission Office. <br /> <br />REGISTER OF DEEDS, Progress report <br />Register of Deeds Deanna Kensrud provided a written report dated April <br />25, 1994, and she appeared before the Commission saying she does not <br />have a backlog of documents in her department at this time. She said <br />training of two replacement employees since the first of this year <br />is progressing satisfactorily, and the staff is keeping current on <br />documents, therefore, the amount of overtime for the rest of the year <br />will be reduced from what it was the first quarter of 1994. Income <br />for the first quarter is on target, she said. <br /> <br />Mrs. Toussaint asked if the Register of Deeds Office has received help <br />from other county offices, and Mrs. Kensrud said she was offered help <br />from the county treasurer but has not utilized it as yet. She will <br />talk to the treasurer when it comes time for staff to take vacations <br />but she doesn't know if the treasurer could spare someone to be <br />physically located in the Register of Deeds Office. Mr. Ness asked <br />about additional tasks being computerized, and Mrs. Kensrud said one <br />possibility is the tract index. <br /> <br />The Commission encouraged Mrs. Kensrud to allow staff to take accrued <br />annual leave throughout the year so she doesn't have a problem again, <br />which Mr. Risher mentioned, where staff accumulated the maximum amount <br />at year-end. <br /> <br />HOME RULE CHARTER, Committee selection/appoint chairman <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Wieland seconded to accept <br /> Bruce Furness as a member of the charter commission. On <br /> roll call vote, motion carried unanimously. <br /> <br />MOTION, passed <br />Mr. Ness moved and Mr. Wieland seconded to accept Jean Rayl <br />as a member of the charter commission.
