<br />Draft <br /> <br />While Cass County Highway 14 is not currently within the Horace City limits, one could expect <br />that a segment of it may come into the City of Horace at some future date. Cass County has <br />undertaken a project to re-grade and surface Highway 14 from the Sheyenne River to 1-29. By <br />years end the County will have spent about $1.5 million on the 2005 portion of the project. The <br />planned 2006 asphalt surfacing is expected to cost an additional $2 million. Future annexations <br />by the City of Horace of Cass 14 could cause the County to loose the ability to preserve the <br />functional integrity of the highway. For this reason we can not help but pause to re-examine our <br />desire to proceed with the 2006 asphalt surfacing project. <br /> <br />As an alternative to the County Commission removing County Highways 14 and 17 from the <br />County Highway system, a partnership could be considered between the City of Horace and Cass <br />County. Under this partnership the County would continue to maintain these roads subject to <br />certain conditions spelled out in an agreement.
