Minutes--January 18, 1994 1162 <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />EMERGENCY PLANNING GRANT, Approved for Lyndon Worden <br />Glenn Ellingsberg, Cass County Emergency Manager, submitted a proposal <br />dated January 7, 1994, for Lyndon Worden to work one-half time for a <br />period of two months to complete a Hazardous Material Capability <br />Assessment for Cass County. This would be in addition to his one-half <br />time position in the Sheriff's Department for the 1994 budget year. <br /> <br />The local emergency planning committee applied for and received the <br />grant in the amount of $3,750, to be followed up with another $3,750 <br />grant for a hazardous material response exercise this year in May. <br />Mr. Ellingsberg provided a print-out on the salary through the grant, <br />which will be $2,470 plus benefits, for a total of $2,884.20, at no <br />cost to Cass County Government. The balance of the grant will be used <br />for copying and printing charges. MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded to approve the <br /> Local Emergency Planning Committee's request to have Lyndon <br /> Worden employed full time for a period of two months <br /> effective January 15, 1994, with the local emergency <br /> planning grant paying one-half of the salary and benefits. <br /> On roll call vote, motion carried unanimously. <br /> <br />REGISTER OF DEEDS, Document backlog completed, staff commended <br />Deanna Kensrud, Register of Deeds, provided a year-end report on the <br />backlog of documents in her department. She said a total of 28,839 <br />documents were recorded in 1993, with a fee income of $384,202.00, <br />54% more than she anticipated. The backlog of documents has been <br />eliminated and the turn-around time is 2-4 weeks, which she feels is <br />satisfactory considering it takes two weeks for test reports on the <br />microfilm. There are about 2,000 documents in the office now but she <br />considers them current because they have been in the office one month <br />or less. Turn-around time decreased from three months to 3-4 weeks. <br /> <br />Mrs. Kensrud attributed bringing the backlog up-to-date to additional <br />funds appropriated by the County Commission specifically for this <br />purpose and the dedication of her employees. All of the commissioners <br />expressed appreciation to Mrs. Kensrud and her staff for their <br />dedication in clearing up this situation. She said her goal continues <br />to be keeping as current as possible on returning documents. <br /> <br />SUPERINTENDENT OF SCHOOLS, Acting superintendent appointed; letter of <br />commendation <br />County Auditor Michael Montplaisir said he met with Cass County School <br />Masters, which is comprised of superintendents of the various schools <br />in the county, to begin the process of filling the part-time position <br />of county superintendent of schools. Bruce Hoefs resigned from that <br />position effective January 14, 1994, and Mr. Montplaisir recommends <br />appointing Bonnie Johnson as acting county superintendent to serve <br />until a permanent replacement is named. She has a valid teaching <br />certificate, which is the main statutory requirement for the position. <br /> MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded to appoint Bonnie <br /> Johnson as Acting County Superintendent of Schools for Cass <br /> County.
