Minutes--October 11, 1993 1124 <br /> <br />25. <br /> <br />26. <br /> <br />27. <br /> <br />28. <br /> <br />COUNTY ORGANIZATIONAL CHART, Changes in standing committees/referred <br />to department heads for input <br />Mr. Risher proposed an organizational chart for Cass County and <br />suggested changing the membership on standing committees to include <br />two county commissioners, rather than all five, and involve more <br />county department heads. <br /> <br />A suggestion was made to get input from county department heads, and <br />to work through the committees that are involved to see if the current <br />system is not working well. Commissioners were in agreement that Mr. <br />Risher present his plan to department heads at their regular meeting. <br /> <br />REGISTER OF DEEDS, Progress report on backlog of documents <br />Deanna Kensrud, Register of Deeds, was present to answer questions on <br />her written progress report dated October 1, 1993. She said she <br />cannot promise to have the backlog of documents caught up by the end <br />of 1993 because she has no control over the daily volume of documents <br />coming into her office. <br /> <br />Mrs. Toussaint said $23,791 was allocated for additional staff and <br />overtime in order to have the backlog of documents caught up by <br />December 31, 1993, according to the Commission minutes of August 2, <br />1993. She wasn't talking about the volume of daily documents at the <br />time that additional people and overtime were approved, she said. <br /> <br />Mrs. Kensrud said her staff is entering more information into the <br />computer than what they used to do manually, which will eliminate <br />steps of the grantor/grantees; and that backlog will be caught up by <br />the end of this month. <br /> <br />APPRAISAL OF TAX-FORFEITED PROPERTY <br />The County Auditor presented a notice of sale of real estate forfeited <br />to the county for delinquent taxes. Five properties appeared on the <br />list for this year's tax sale, and five properties remain on the list <br />from last year's sale. In the past, the County Commission reduced the <br />appraisal of tax-forfeited lots from the previous year to 20% of the <br />original appraisal for the purpose of providing more incentive to get <br />the property back on the tax rolls. MOTION, passed <br /> Mr. Eckert moved and Mr. Ness seconded to set the value of <br /> tax-forfeited properties as outlined in the list provided <br /> by the County Auditor's Office; and to set the hearing date <br /> on the value of property at 3:30 PM on November 1, 1993. <br /> On roll call vote, motion carried unanimously. <br /> <br />COMMISSION POLICY MANUAL AMENDED, Section 4.00, advisory boards <br />Mr. Ness nominated John Nordback, Horace, to serve the remainder of <br />this year on the County Park Board. However, Mr. Wieland said the <br />City of Horace doesn't levy to the county park fund and he thinks the <br />appointment should be made from an area that does levy to county park. <br />Mr. Ness withdrew his nomination. MOTION, passed <br /> Mr. Ness moved and Mr. Wieland seconded to amend Commission <br /> Policy Manual, Section 4.00, and appoint Douglas Anderson, <br /> Arthur, to the Cass County Park Board for the remainder of <br /> 1993 to fill the vacancy caused by the resignation of Keith <br /> Monilaws. On roll call vote, motion carried unanimously. <br /> <br /> <br />
