Minutes--September 8, 1993 1098 <br /> <br />~EPARTMENT HEADS--PLEASE POST IN A CONSPICUOUS PLACE FOB STAFF TO READ. <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> SEPTEMBER 8, 1993 <br /> <br />MEETING TO ORDER <br />Chairman Sharon "Pepper" Toussaint called the meeting to order at 3:30 <br />PM with all members present as follows: Don Eckert, Steve Risher, <br />Alon Wieland, Bernie M. Ness and Sharon Toussaint. <br /> <br />WATER RESOURCE DISTRICT BUDGET, Maple River Dam, Drain 27 discussed <br />Attorney Dan Twichell was present and reviewed the Maple River Dam <br />project. The long-term plan of Water Resources is flood control. The <br />Maple River Dam is the third phase of a project which included the <br />Sheyenne Diversion from Horace to West Fargo and Sheyenne Diversion <br />in West Fargo. He distributed a handout outlining "Sheyenne-Maple <br />Flood Control Project Cost Participation Amounts". <br /> <br />Mrs. Toussaint asked how many acres would be taken out of tile flood <br />plain as a result of the Maple River Dam. Jeffrey Volk from Moore <br />Engineering was present and said there is a study in progress on the <br />Maple River Dam. He does not have any figures yet. Mrs. Toussaint <br />does not know enough about the project to approve funding; however, <br />she would support funding for a study. Mr. Ness does not agree that <br />everyone in Cass County should be paying for the dam. Mr. Volk said <br />there will be county-wide benefits resulting from the dam. <br /> <br />Mr. Ness was also concerned about Drain 27 at Rose Coulee. He asked <br />why the whole water district is being assessed rather than just the <br />improvement district. Mr. Volk said Drain 27 will benefit all of the <br />water district, not just the improvement district, and an assessment <br />district will have to be formed for Drain 27. <br /> <br />Mr. Wieland feels the dam is a worthwhile project. Mr. Volk said the <br />dam and Drain 27 are feasible and beneficial projects for Cass County. <br /> <br />COMMISSION, COUNTY COORDINATOR BUDGETS, Reductions made in office <br />supplies, travel and remodeling line items MOTION, failed <br /> Mr. Eckert moved and Mr. Ness seconded to delete the <br /> Commission travel line item for $6,000. On roll call vote, <br /> motion failed with four voting "No", Mr. Eckert voting <br /> "Aye." <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mr. Risher seconded to reduce the <br />Commission travel line by $1,000 (budget $§,000). On roll <br />call vote, motion carried with four voting "Aye", Mr. <br />Eckert voting "No." <br /> <br />MOTION, passed <br />Mr. Eckert moved and Mr. Risher seconded to reduce the <br />Commission office supplies line item to $300. On roll call <br />vote, motion carried unanimously. <br /> <br /> <br />
