MOTION, passed <br />Mr. Wieland moved and Mr. Ness seconded to authorize the <br />chairman and county auditor to sign Resolution #1993-22 <br />authorizing the issuance of $60,000 refunding improvement <br />bonds, prescribing the terms and covenants thereof, and <br />creating a fund for the payment thereof in Street <br />Improvement District No. 93-1. On roll call vote, motion <br />carried unanimously. <br /> <br />1073 <br /> <br />15. <br /> <br />FLOOD REPORT, Given by Emergency Manager Glenn Ellingsberg and <br />County Engineer Keith Berndt <br />Emergency Hanager Glenn Ellingsberg was present to give a flood <br />report update. He said the Red River crested on Sunday and the <br />Sheyenne River is expected to crest this Saturday. Harwood and <br />West Fargo residents are still threatened by this upcoming crest <br />prediction. <br /> <br />Approximately 70,000 sandbags were sold to private entities as well <br />as 70,000 sandbags sold to public entities. Hr. Ellingsberg <br />ordered 70,000 more sandbags to have on hand. <br /> <br />A Presidential Disaster Declaration was declared for Cass County <br />and a Disaster Assistance Center was set up today and will run <br />through Wednesday, August 4th, for those wanting to apply for <br />federal assistance. <br /> <br />County Engineer Keith Berndt distributed a "Report on July 1993 <br />Flood Activities" which he reviewed with the Commission. He said <br />the preliminary cost estimates are from $400,000 to $1,500,000. <br />The reason for the large range is because much of the damage is <br />unknown due to high water levels on township bridges and low water <br />crossings. <br /> <br />The cost of damages are expected to be 75% federally funded, 10-15% <br />state funded and 10-15% county funded. <br /> <br />16. <br /> <br />VECTOR CONTROL TRANSFER, Request to transfer from Emergency Fund <br />approved <br />Vector Control Director Joel Young was present and said due to the <br />enormous rainfall on July 15, 1993, which resulted in flooding, <br />additional chemicals and larvaciding are needed to keep the level <br />of Culex Tarsalis in check. Culex Tarsalis is the mosquito that <br />carries Western Equine Encephalitis and usually is most abundant in <br />the months of July and August. The Culex counts are low at this <br />time; however, the rainfall is providing favorable breeding <br />conditions. <br /> <br />He will continue to monitor adult mosquito populations and if the <br />need for application arises, will use an aircraft for larvaciding <br />applications. Approximately 350 acres along major roadside ditches <br />around Fargo, West Fargo, Casselton, Harwood and Argusville will <br />need to be treated by aerial spraying. <br /> <br /> <br />
