Comm. Minutes--July 6, 1993 1062 accordance with existing commission policy, which provides that no county commissioner can serve on the "weed board" beyond service as an elected commissioner. From this day forward, all workers who perform services in weed control for Cass County Government, full-time or other, shall be considered employees of Cass County Government. Personnel staff shall, therefore, immediately take the necessary steps to assure that all procedure and paperwork is put in order as would be the case for any employee of the county. Personnel staff shall also immediately review or establish PAQ's in conjunction with Personnel Overview Committee for salary ratings by Ernst and Young. The employment status of the Weed Control Officer is not to change at this time. Annual work plans and updates shall be submitted to the Cass County Board of Commissioners by the "weed board" as is required by all other departments of county government. Future actions of the "weed board" which materially depart from the annual budgetary authority granted to it by the Cass County Board of Commissioners shall have no effect or authority unless and until forwarded to the commission chairman and subsequently placed before the full board of commissioners at any of its regularly scheduled meetings for a recorded vote of "weed board" actions which will either be ratified or rejected by the board of commissioners. On or before January 1, 1994, the Weed Control Officer shall begin reporting to the County Engineer, who in turn will be responsible for reporting to the "weed board." It is expected that the Weed Control Officer will continue to confer with the "weed board" as may be necessary. Prior to assuming any further program responsibilities of the "weed board," the PAQ and work load of the engineer shall be reviewed by Ernst & Young. In accordance with existing policy and procedure, the review is in response to material changes in responsibility and is not only necessary to establish proper salary rating but, as well, to provide sufficient organizational structure and staffing to assure the engineer successful span of control over his responsibilities. DISCUSSION: Mr. Eckert said the public hearing was not closed from the June 7, 1993, Cass County Commission meeting and, therefore, public comments can be accepted from the audience. Chairman Toussaint invited comments. Support for the current weed board members and weed control officer was expressed by Warren Solberg, who farms south of Fargo; William Thompson, President of the Cass County Township Officers Association, who also submitted a resolution opposing the proposed motion; Leslie Roach, Wheatland Township Supervisor; John Rutten, President of Cass County Agriculture Improvement Association; and a letter of support was sent by the Cass County Soil Conservation District.
