Minutes--July 6, 1993 1062 <br /> <br />accordance with existing commission policy, which provides that <br />no county commissioner can serve on the "weed board" beyond <br />service as an elected commissioner. <br /> <br />From this day forward, all workers who perform services in weed <br />control for Cass County Government, full-time or other, shall be <br />considered employees of Cass County Government. Personnel staff <br />shall, therefore, immediately take the necessary steps to assure <br />that all procedure and paperwork is put in order as would be the <br />case for any employee of the county. Personnel staff shall also <br />immediately review or establish PAQ's in conjunction with <br />Personnel Overview Committee for salary ratings by Ernst and <br />Young. The employment status of the Weed Control Officer is not <br />to change at this time. <br /> <br />Annual work plans and updates shall be submitted to the Cass <br />County Board of Commissioners by the "weed board" as is required <br />by all other departments of county government. Future actions <br />of the "weed board" which materially depart from the annual <br />budgetary authority granted to it by the Cass County Board of <br />Commissioners shall have no effect or authority unless and until <br />forwarded to the commission chairman and subsequently placed <br />before the full board of commissioners at any of its regularly <br />scheduled meetings for a recorded vote of "weed board" actions <br />which will either be ratified or rejected by the board of <br />commissioners. <br /> <br />On or before January 1, 1994, the Weed Control Officer shall <br />begin reporting to the County Engineer, who in turn will be <br />responsible for reporting to the "weed board." It is expected <br />that the Weed Control Officer will continue to confer with the <br />"weed board" as may be necessary. <br /> <br />Prior to assuming any further program responsibilities of the <br />"weed board," the PAQ and work load of the engineer shall be <br />reviewed by Ernst & Young. In accordance with existing policy <br />and procedure, the review is in response to material changes in <br />responsibility and is not only necessary to establish proper <br />salary rating but, as well, to provide sufficient organizational <br />structure and staffing to assure the engineer successful span of <br />control over his responsibilities. <br /> <br />DISCUSSION: Mr. Eckert said the public hearing was not closed from <br />the June 7, 1993, Cass County Commission meeting and, therefore, <br />public comments can be accepted from the audience. Chairman Toussaint <br />invited comments. <br /> <br />Support for the current weed board members and weed control officer <br />was expressed by Warren Solberg, who farms south of Fargo; William <br />Thompson, President of the Cass County Township Officers Association, <br />who also submitted a resolution opposing the proposed motion; Leslie <br />Roach, Wheatland Township Supervisor; John Rutten, President of Cass <br />County Agriculture Improvement Association; and a letter of support <br />was sent by the Cass County Soil Conservation District. <br /> <br /> <br />
