Minutes--April 19, 1993 1020 <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />FARGO-CASS COUNTY ECONOMIC DEVELOPMENT, Quarterly report <br />John Kramer, President of Fargo-Cass County Economic Development <br />Corporation, highlighted the points from a quarterly report dated <br />March 31, 1993. He said he will continue to provide written quarterly <br />reports. <br /> <br />WORK PLANS, Quarterly reports <br />Annual work plan reports were summarized by portfolio commissioners. <br />Mrs. Toussaint said individual employee goals and objectives have not <br />been completed by the State's Attorney's Office, County Court, <br />Sheriff's Department and Social Services. John Goff, State's <br />Attorney, said he will move this up in priority in his office. Mrs. <br />Toussaint said Social Services is almost complete. Mr. Ness said the <br />Sheriff's Department has about two left with plans to complete and <br />submit them this week. Mrs. Toussaint asked Mr. Eckert to contact the <br />County Judges for theirs. <br /> <br />COMPUTER SOFTWARE, COURT SECURITY, METROPOLITAN COUNCIL OF GOVERNMENTS <br />SALARY INCREASES, ROAD ADVISORY COMMITTEE MEETING SET, BENEFITS <br />COMMITTEE REPORT, SHERIFF'S DEPARTMENT POLICY, VECTOR CONTROL BOARD <br />APPOINTMENT ON NEXT AGENDA, Committee Reports <br />The State's Attorney said his department should be on-line with the <br />integrated software program in about one month. <br /> <br />Commissioners complimented County Auditor Michael Montplaisir for his <br />patience with handling complaints about noise during the court <br />security construction work. <br /> <br />Mrs. Toussaint asked Mr. Eckert about the last Fargo-Moorhead <br />Metropolitan Council of Governments (COG) meeting where substantial <br />salary increases were given to their employees. She asked if he was <br />present at that meeting, and Mr. Eckert said he was. She asked if a <br />study was conducted and Mr. Eckert said information was gathered from <br />governmental entities and from private entities. Mrs. Toussaint said <br />she read in the local newspaper that City of Fargo representatives on <br />COG opposed the salary increases. Mr. Eckert said the City of Fargo <br />is currently conducting a salary study and their representatives <br />preferred to delay COG increases until that study is completed. <br /> <br />Mrs. Toussaint suggested setting a time and date for a County Road <br />Advisory Committee meeting, and it was set for 7:30 AM on Thursday, <br />April 22nd, at the County Road Department. Mr. Berndt was asked to <br />invite Maple River Water Resource Board members to attend the meeting. <br /> <br />Mr. Risher said the Employee Benefits Committee is continuing to study <br />the issue of smoking and will report to the Commission in May. <br /> <br />Mr. Ness reported the Sheriff's Department recently adopted a policy <br />concerning blood borne pathogens, and he suggested that a similar <br />policy be added to the County Commission policy manual. Kathy Hogan, <br />Social Services Director, was present at this time and said her <br />department is attempting to modify their policy, following the policy <br />of the Sheriff's Department. She suggested such a policy addition <br />originate with the Personnel Overview Committee, and Mrs. Toussaint <br />was in agreement. <br /> <br /> <br />
