MOTION, passed Mr. Wieland moved and Mr. Ness seconded to refer this matter to the County Road Advisory Committee for their consideration at a meeting to be held at the earliest possible time. Motion carried on roll call vote with four members voting "Aye" and Mr. Eckert opposing. ROAD DEPARTMENT, Bid awards for County Road 11; County Road 26 Bids were opened April 15th for recycle and grading County Road 11 from Interstate-94 north 6 miles and for recycle and shoulder widening County Road 26 from State Highway 18 east 8 miles. County Engineer Berndt provided a bid tabulation and recommended awarding the bid for the County Road 11 project to Sellin Bros. of Hawley, MN in the amount of $422,922.99 and awarding the bid for the County Road 26 project to Schipper Construction of Fargo in the amount of $250,011.86. Mr. Berndt said Schipper Construction was the low bidder on both projects, but he was hesitant to recommend awarding two major projects to that firm because of unsatisfactory performance on previous contract work with Cass County and lack of experience in large highway grading projects. Because the firm has made some changes in workers and equipment since the last work they did for Cass County, Mr. Berndt said his recommendation is somewhat of a compromise in that he recommends this firm for one job -- the easier of the two projects. MOTION, failed Mr. Risher moved and Mr. Eckert seconded to award the County Road 11 project to Sellin Bros. of Hawley in the amount of $422,922.99; and to award the County Road 26 project to Schipper Construction of Fargo in the amount of $250,011.86. Discussion: As much as he respects Mr. Berndt's judgement and the time he spent researching this, Mr. Wieland said he is reluctant to pay an additional $53,000, which is the difference between the lowest bid and the second lowest bid on the County Road 11 project. The frequency of inspections by county personnel was discussed; and in light of potential cuts in State funds, Mr. Wieland said he could not support this motion. At the call for the question and on roll call vote, the motion failed with Mr. Eckert and Mr. Risher voting "Aye", Mr. Wieland, Mr. Ness and Mrs. Toussaint opposing. MOTION, passed Mr. Wieland moved and Mr. Ness seconded to accept the low bid of Schipper Construction on the County Road 11 project in the amount of $370,061.07 and on the County Road 26 project in the amount of $250,011.86. At the call for the question and on roll call vote, the motion carried with four members voting "Aye" and Mr. Risher opposing. Mr. Berndt said he can appreciate the Commission's position, and he will work with the contractor to get the best possible job done.
