Minutes--April 19, 1993 1019 <br /> <br />11. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Mr. Ness seconded to refer this <br />matter to the County Road Advisory Committee for their <br />consideration at a meeting to be held at the earliest <br />possible time. Motion carried on roll call vote with four <br />members voting "Aye" and Mr. Eckert opposing. <br /> <br />ROAD DEPARTMENT, Bid awards for County Road 11; County Road 26 <br />Bids were opened April 15th for recycle and grading County Road 11 <br />from Interstate-94 north 6 miles and for recycle and shoulder widening <br />County Road 26 from State Highway 18 east 8 miles. County Engineer <br />Berndt provided a bid tabulation and recommended awarding the bid for <br />the County Road 11 project to Sellin Bros. of Hawley, MN in the amount <br />of $422,922.99 and awarding the bid for the County Road 26 project to <br />Schipper Construction of Fargo in the amount of $250,011.86. <br /> <br />Mr. Berndt said Schipper Construction was the low bidder on both <br />projects, but he was hesitant to recommend awarding two major projects <br />to that firm because of unsatisfactory performance on previous <br />contract work with Cass County and lack of experience in large highway <br />grading projects. Because the firm has made some changes in workers <br />and equipment since the last work they did for Cass County, Mr. Berndt <br />said his recommendation is somewhat of a compromise in that he <br />recommends this firm for one job -- the easier of the two projects. <br /> MOTION, failed <br /> Mr. Risher moved and Mr. Eckert seconded to award the <br /> County Road 11 project to Sellin Bros. of Hawley in the <br /> amount of $422,922.99; and to award the County Road 26 <br /> project to Schipper Construction of Fargo in the amount of <br /> $250,011.86. Discussion: As much as he respects Mr. <br /> Berndt's judgement and the time he spent researching this, <br /> Mr. Wieland said he is reluctant to pay an additional <br /> $53,000, which is the difference between the lowest bid and <br /> the second lowest bid on the County Road 11 project. The <br /> frequency of inspections by county personnel was discussed; <br /> and in light of potential cuts in State funds, Mr. Wieland <br /> said he could not support this motion. At the call for the <br /> question and on roll call vote, the motion failed with Mr. <br /> Eckert and Mr. Risher voting "Aye", Mr. Wieland, Mr. Ness <br /> and Mrs. Toussaint opposing. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Ness seconded to accept the low <br /> bid of Schipper Construction on the County Road 11 project <br /> in the amount of $370,061.07 and on the County Road 26 <br /> project in the amount of $250,011.86. At the call for the <br /> question and on roll call vote, the motion carried with <br /> four members voting "Aye" and Mr. Risher opposing. Mr. <br /> Berndt said he can appreciate the Commission's position, <br /> and he will work with the contractor to get the best <br /> possible job done. <br /> <br /> <br />
