Comm. Minutes--January 4, 1993 980

16.

17.

At the call for the question and on roll call vote, the
amended motion passed with Mr. Wieland, Mr. Eckert and Mr.
Risher voting "Aye," Mrs. Toussaint and Mr. Ness opposing.
Mr. Wieland said the original motion should reflect that
Mr. Hoef's is now appointed as part-time superintendent.
At the call for the question and on roll call vote, the
original motion was unanimously approved as amended.

VOUCHERS APPROVED, Two vouchers withheld
Mrs. Toussaint reviewed bills this month and recommends withholding
voucher #45044 in the amount of $9,248.80 to Ostlund Chemical because
it is for weed spraying chemicals that are being purchased for stock
in case of a price increase by next spring. She understands the price
won't increase by the time the chemicals will be used. She also
recommends withholding voucher #44908 in the amount of $1,736.68 to
Clarence's Louver & Body Shop. She said the drug enforcement agent
had an accident with a county-owned vehicle but she questioned why he
wasn't driving the vehicle assigned to him.

Mrs. Toussaint also noted that several departments are buying postage
stamps, and she wants to encourage all departments to use the postage
meter as much as possible.

Mr. Risher said he will report on supply purchases after he receives
a year-end report on it. Mr. Montplaisir suggested that Mr. Risher
attend the next county department head meeting to get their input.
MOTION, passed
Mr. Risher moved and Mr. Wieland seconded to approve
Vouchers No. 43,906 through No. 45,314 with the exception
of Vouchers No. 45044 and No. 44908. On roll call vote,
motion carried unanimously.

COMMISSION POLICY MANUAL CHANGE, Advisory boards amended, except for
weed control board
Mr. Eckert said he asked to move the item on advisory boards to the
regular agenda because appointments to the county weed control board
must represent certain geographical areas of the county which were
established by the county commission when the weed control board was
first organized.

Among appointments to various boards, Mrs. Toussaint had recommended
appointing Commissioner Bernie Ness to serve on the weed control board
in place of Don Eckert, but Mr. Eckert said he doesn't serve in the
capacity as a commissioner but has served on the board since it's
inception and represents himself as an elector from the board-member
area. The Commission secretary will research County Commission
minutes to determine what the geographical boundaries are. Mr.
Wieland said the weed control board was formed about 12 years ago.
MOTION, passed
Mr. Risher moved and Mr. Wieland seconded to delay appoint-
ment to the county weed control board until clarification
is received on who is eligible to serve; and approve the
remainder of appointments as amended in the Commission
Policy Manual, Section 4.00, as provided to commissioners.
On roll call vote, motion carried unanimously.
