Minutes--January 4, 1993 978 <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />15. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, By the Board of Commissioners of <br />the County of Cass, State of North Dakota, that all unpaid and <br />uncancelled taxes on leasehold or other possessory interests in <br />exempt real property shall constitute a lien on any real estate <br />owned by the tax debtor or which he may thereafter acquire. <br />Such taxes shall constitute a specific lien on all real estate <br />owned by the tax debtor as of the date of the extension and <br />entry of such lien by the County Auditor of Cass County, North <br />Dakota. The County Auditor is hereby directed to extend to and <br />enter the same upon the tax lists of real estate in the hands of <br />the County Treasurer of Cass County opposite the description of <br />real estate designated. <br /> <br />SALE OF TAX-FORFEITED LOT, County deed to City of Buffalo <br /> MOTION, passed <br /> Mr. Risher moved and Mr. Eckert seconded to authorize the <br /> chairwoman and the county auditor to sign the county deed <br /> for tax-forfeited Lots 15 and 16, Block 14, North of Track, <br /> Original Townsite, City of Buffalo. On roll call vote, <br /> motion carried unanimously. <br /> <br />CONTRACT APPROVAL, Sheriff board of prisoners and juvenile detention <br />with City of West Fargo, Counties of Ransom and Dickey; Fargo <br />Community Health for county health services MOTION, passed <br /> Mr. Risher moved and Mr. Eckert seconded to approve <br /> contracts with the above named, as reviewed by the State's <br /> Attorney and signed by respective department heads and <br /> portfolio commissioners; and authorize chairwoman to sign. <br /> On roll call vote, motion carried unanimously. <br /> <br />FARGO-CASS COUNTY ECONOMIC DEVELOPMENT (FCCEDC), 1992 annual report <br />John Kramer, President of FCCEDC, highlighted the annual report which <br />he presented to commissioners by way of letter dated December 28, <br />1992. He also provided copies of "The Plan, July 14, 1992" and <br />updated by-laws of FCCEDC as of October, 1992. He said he intends to <br />update the commission on a quarterly basis. <br /> <br />In answer to a question from Mrs. Toussaint, Mr. Kramer said business <br />retention is their chief responsibility, and an earlier commitment of <br />creating 6,000 new jobs is included in business retention. <br /> <br />Mr. Risher said FCCEDC will assist the City of Fargo with 1993 <br />custom's service funding, as stipulated in the 1993 county budget. <br /> <br />SUPERINTENDENT OF SCHOOLS, Appointment on part-time basis <br />State's Attorney John Goff provided commissioners with a letter dated <br />January 4, 1993, concerning the situation which exists whereby the <br />presidents of the school boards of school districts within Cass County <br />have rejected the amended plan for Cass County Superintendent of <br />Schools because it calls for a part-time position. The presidents of <br />the school districts support appointing Bruce Hoefs to the position <br />of full-time superintendent. The North Dakota Legislature changed the <br />position of county superintendent of schools from an elected position <br />to an appointed position, and this became effective January 1, 1993. <br /> <br /> <br />
