Comm. Minutes--October 12, 1992 942

The Cass County Courthouse Parking Study, prepared by the Metropolitan
Council of Governments in October, 1992, will be presented to the
Fargo Planning Commission on October 14th. Mrs. Johnson said the
study will be filed in the Commission Secretary's Office.

Mr. Risher said the Lake Agassiz Solid Waste Management application
will be submitted to the State very soon.

Mr. Shannon expressed appreciation for the efforts of Bonnie Johnson
in obtaining the grant funds to help with ADA implementation because
the time frame was very short for obtaining invoices and getting the
work done.

Mr. Shannon received a memo from Henry McCormick of Western Bonding
concerning soliciting for bail bonding in the County Court area.
Mr. Wieland suggested sending a copy of the county's policy on
soliciting in the courthouse to people who are in the bonding
business.

Michael Montplaisir asked for input from the commission on having the
courthouse entrance doors open one hour later each night for one week
before the general election and possibly the Saturday before the
election, for the purpose of accommodating residents voting by
absentee ballots. He said being open on Saturday causes some concern
about building security so he prefers to only be open one hour extra
during the week. He plans to rotate present staff hours to
accommodate the additional time rather than utilizing overtime.
MOTION, passed
Mr. Eckert moved and Mr. Risher seconded to extend the
hours for absentee balloting for one additional hour each
day during the week of October 26th - 30th, 1992. On roll
call vote, motion carried unanimously.

Keith Berndt updated commissioners on the county's parking lot project
east of the courthouse, saying county road department employees will
begin preliminary work tomorrow. It was the consensus of the
commission to include cement islands in keeping with a plan to develop
an aesthetically pleasing campus layout, to add irrigation if there
are sufficient funds, and to remove trees and shrubbery as necessary.
A decision will be made later on whether electrical outlets should be
installed.

Mr. Wieland said he requested a correction in The Forum because he
received numerous telephone calls about a paragraph reported from the
October 5th Commission meeting indicating that the Cass County
Commission approved spending $2,500 to host a meeting with Cass County
legislators and legislative candidates. He said the majority of the
money will be spent for publishing responses to a questionnaire that
these people will be asked to complete. The cost of the lunch will
be minimal, he said.

Bonnie Johnson said the meeting with legislators and legislative
candidates will be held at 11:30 AM instead of 11:00 to accommodate
the City of Fargo, who is co-hosting the meeting.
