Minutes--October 12, 1992 941 <br /> <br />Mr. Risher said the object is to let someone know through a <br />commissioner rather than having the local newspaper reporter go <br />directly to a person and tell them about commission action, as <br />was the case after the superintendent of schools and planning <br />department budgets were cut at the October 1st budget meeting. <br /> <br />Mr. Shannon said he shares Mr. Wieland's concerns, and he <br />suggested passing a budget resolution that all departments are <br />on notice during the budget cycle. <br /> <br />After further discussion on the language of the resolution, <br />Mr. Risher moved and Mr. Eckert seconded to offer the <br />following substitute motion and that the change be included <br />in the Commission Policy Manual: <br /> <br />BE IT RESOLVED, That all county department heads should be <br />aware of potential changes in the authorized positions <br />within their department due to the budget process of a <br />commission meeting on such matter. <br /> <br />THEREFORE, a change in the authorized positions should be <br />discussed by the commissioner making the request, if <br />possible, with the department prior to any formal action. <br /> <br />On roll call vote, substitute motion carried unanimously. <br /> <br />12. <br /> <br />ROAD DEPARTMENT, Software agreement <br />County Engineer Keith Berndt asked the Chairman to sign an agreement <br />with the North Dakota Department of Transportation (NDDOT), which was <br />developed as an approval condition to purchase a different computer <br />system than was proposed by NDCAT (North Dakota Association for County <br />Technology). Mr. Berndt said Data Processing Coordinator Mike Steiner <br />found an alternate system which meets the Cass County Road <br />Department's needs better and at a more favorable price. NDDOT will <br />still pay 80% of whatever hardware Cass County Government purchases, <br />Mr. Berndt said. <br /> <br />Mr. Shannon questioned the condition in the agreement which says, <br />"County agrees to continue to participate in technical assistance pool <br />(annual cost of $300 per year for 3 years, ending in 1994)." Mr. <br />Berndt said the Road Department will continue to use software from the <br />NDCAT user group. <br /> MOTION, passed <br /> Mr. Risher moved and Mr. Eckert seconded that the Chairman <br /> sign the agreement with NDDOT for computer hardware and <br /> software for road and bridge management records. On roll <br /> call vote, motion carried unanimously. <br /> <br />13. <br /> <br />DEPARTMENT HEAD GROUP APPOINTS NEW CHAIRMAN, COURTHOUSE PARKING STUDY, <br />LAKE AGASSIZ REGIONAL SOLID WASTE PLAN, ADA GRANT FUNDS, BAIL BONDING, <br />AUDITOR'S OFFICE EXTENDED HOURS FOR ABSENTEE BALLOTING, COURTHOUSE <br />PARKING LOT UPDATE, CORRECTION IN NEWSPAPER ON LEGISLATIVE LUNCH, <br />Committee reports <br />Bonnie Johnson reported that the new chair of Cass County Government's <br />department heads is John Meyer, Veterans Service Officer. <br /> <br /> <br />
