Minutes--October 1, 1992 931 <br /> <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Shannon seconded to remove <br />$1,000 for remodeling a building occupied by the Sheriff's <br />Department at the fairgrounds and to remove $5,000 from the <br />Sheriff's Department training budget of $21,500. Motion <br />carried on roll call vote with four members voting "Aye" <br />and Mr. Eckert opposing. <br /> <br />RESERVES LOWERED TO BALANCE THE BUDGET AT 62.7 MILLS MOTION, passed <br /> Mr. Risher moved and Mrs. Toussaint seconded to lower the <br /> reserves from 10% to 8% in order to meet the goal of <br /> balancing the 1993 budget at 62.7 mills. Motion carried on <br /> roll call vote with three members voting "Aye," Mr. Wieland <br /> and Mr. Eckert opposing. <br /> <br />JAIL LEVY INCREASED/BUDGET ADOPTED FOR 1993 <br /> MOTION, passed <br /> Mr. Risher moved and Mr. Shannon seconded to increase the <br /> levy of the County Jail by 4% over the amount levied for <br /> 1992, as allowed by North Dakota Century Code; and approve <br /> the 1993 budget and levies as amended for all changes made <br /> subsequent to approval of the Preliminary Budget. <br /> Discussion: <br /> Mr. Wieland thinks the budget process will be more <br /> difficult in the next two years, and Mr. Risher agreed <br /> saying he believes this year was a practice run for more <br /> difficult things to come because of unfunded mandates. Mr. <br /> Shannon stressed the importance of educating Cass County's <br /> legislators on how state law affects county government. <br /> Mrs. Toussaint said the budget process is painful but she <br /> also thinks it is only the beginning of what is to come in <br /> the future. Mr. Eckert said any comments he could make on <br /> the budget would not be positive.
