Comm. Minutes--October 1, 1992 929 Customs Service be referred to the Fargo Cass County Economic Development Corporation (FCCEDC) for payment consideration. Discussion: Mr. Eckert opposed this move because he said LARC addresses areas other than economic development. Mr. Wieland said he would support reviewing this with FCCEDC because it may have some merit in the future but he cannot support the motion today. Mr. Shannon offered a substitute motion to reflect the dollar amount of $8,320 for Customs Services, as corrected by Mr. Montplaisir. At the call for the question and on roll call vote, the motion failed with Mr. Risher, Mr. Wieland and Mr. Eckert opposing. MOTION, passed Hr. Risher moved and Hr. Shannon seconded to reduce the Lake Agassiz Regional Council budget request to $10,000 and not pay the Customs Service fee requested at $8,320. Motion carried on roll call vote with three members voting "Aye," Mr. Eckert and Mr. Wieland opposing. 11. PARK LEVY, Reduced by $11,000 MOTION, passed Mr. Shannon moved and Mrs. Toussaint seconded to reduce the County Park levy by $11,000. Discussion: Mr. Eckert said he has not heard of any objection to the county park levy and he thinks the benefits are too great for this minimal cut. Motion carried on roll call vote with four members voting "Aye" and Mr. Eckert opposing. 12. SUPERINTENDENT OF SCHOOLS, Budget reduced by one-half Mrs. Toussaint said the Cass County Commission wanted some options concerning the County Superintendent of Schools and had been working with the State Department of Public Instruction on a superintendent of schools plan. She said it appears that some counties were successful in having a plan adopted that gives them some options. MOTION, passed Mrs. Toussaint moved and Mr. Shannon seconded to reduce the Superintendent of Schools budget by one-half. Motion carried on roll call vote with four members voting "Aye," Mr. Eckert opposing. 13. PLANNING DEPARTMENT, Budget reduced by $30,000 Mr. Shannon said a suggestion was made by Mr. Eckert some time ago that the County could operate with a half-time planner, and he agreed that the County should develop a contract with Metropolitan Council of Governments (COG) to deliver the planning services. Mr. Eckert now suggested giving the planner's position more responsibilities rather than cutting it. MOTION, passed Mr. Shannon moved and Mrs. Toussaint seconded to reduce the Planning Department budget by $30,000 and contract with COG to deliver the planning services. Motion carried on roll call vote with three members voting "Aye," Mr. Eckert and Mr. Wieland opposing.
