Comm. Minutes--October 1, 1992 929 <br /> <br />Customs Service be referred to the Fargo Cass County <br />Economic Development Corporation (FCCEDC) for payment <br />consideration. Discussion: Mr. Eckert opposed this move <br />because he said LARC addresses areas other than economic <br />development. Mr. Wieland said he would support reviewing <br />this with FCCEDC because it may have some merit in the <br />future but he cannot support the motion today. Mr. Shannon <br />offered a substitute motion to reflect the dollar amount of <br />$8,320 for Customs Services, as corrected by Mr. <br />Montplaisir. At the call for the question and on roll call <br />vote, the motion failed with Mr. Risher, Mr. Wieland and <br />Mr. Eckert opposing. <br /> <br />MOTION, passed <br />Hr. Risher moved and Hr. Shannon seconded to reduce the <br />Lake Agassiz Regional Council budget request to $10,000 and <br />not pay the Customs Service fee requested at $8,320. <br />Motion carried on roll call vote with three members voting <br />"Aye," Mr. Eckert and Mr. Wieland opposing. <br /> <br />11. <br /> <br />PARK LEVY, Reduced by $11,000 <br /> MOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded to reduce the <br /> County Park levy by $11,000. <br /> Discussion: Mr. Eckert said he has not heard of any <br /> objection to the county park levy and he thinks the <br /> benefits are too great for this minimal cut. Motion <br /> carried on roll call vote with four members voting "Aye" <br /> and Mr. Eckert opposing. <br /> <br />12. <br /> <br />SUPERINTENDENT OF SCHOOLS, Budget reduced by one-half <br />Mrs. Toussaint said the Cass County Commission wanted some options <br />concerning the County Superintendent of Schools and had been working <br />with the State Department of Public Instruction on a superintendent <br />of schools plan. She said it appears that some counties were <br />successful in having a plan adopted that gives them some options. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Shannon seconded to reduce the <br /> Superintendent of Schools budget by one-half. Motion <br /> carried on roll call vote with four members voting "Aye," <br /> Mr. Eckert opposing. <br /> <br />13. <br /> <br />PLANNING DEPARTMENT, Budget reduced by $30,000 <br />Mr. Shannon said a suggestion was made by Mr. Eckert some time ago <br />that the County could operate with a half-time planner, and he agreed <br />that the County should develop a contract with Metropolitan Council <br />of Governments (COG) to deliver the planning services. Mr. Eckert now <br />suggested giving the planner's position more responsibilities rather <br />than cutting it. <br /> MOTION, passed <br /> Mr. Shannon moved and Mrs. Toussaint seconded to reduce the <br /> Planning Department budget by $30,000 and contract with COG <br /> to deliver the planning services. Motion carried on roll <br /> call vote with three members voting "Aye," Mr. Eckert and <br /> Mr. Wieland opposing. <br /> <br /> <br />
