Comm. Minutes--September 8, 1992 912 <br />said approval of the abatement as submitted is recommended by the <br />Casselton City Council. A representative of American Lutheran Homes, <br />Ray Weisgarber, was present to answer questions. MOTION, passed <br /> Mr. Shannon moved and Hrs. Toussaint seconded that <br /> Abatement No. 3966 be approved as presented and recommended <br /> by the County Tax Director. On roll call vote, motion <br /> carried unanimously. <br /> <br />18. <br /> <br />BEER AND LIQUOR LICENSE, Approved for Scott D. Lomsdal at Wild Rice <br />Scott D. Lomsdal submitted applications for a county beer and liquor <br />license, a license fee of $500 (pro-rated to one-half the annual fee), <br />and a Township Board Consent form signed by Stanley Township Clerk. <br /> <br />The Cass County Sheriff's Department did a background investigation <br />on the applicant, a copy of which was provided to each Commissioner <br />and the State's Attorney. MOTION, passed <br /> Hr. Risher moved and Mr. Eckert seconded to approve <br /> issuance of a county beer and liquor license for the <br /> balance of 1992 to Scott D. Lomsdal d/b/a South Fork Saloon <br /> and Grill, Wild Rice, ND. On roll call vote, motion <br /> carried unanimously. <br /> <br />19. <br /> <br />PERMIT FOR SITE AUTHORIZATION DENIED, NoDak Sportsmen's Club <br />A request was received from NoDak Sportsmen's Club of Bismarck for a <br />site authorization permit from Cass County to allow them to operate <br />electronic gaming at the Bronco Bar in Chaffee. <br /> <br />Mr. Wieland said the State Gaming Commission is currently negotiating <br />with NoDak Sportsmen's Club to limit their number of gaming sites <br />state-wide, and therefore, he recommended not approving the site <br />authorization permit at this time. County Coordinator Bonnie Johnson <br />said the State's Attorney informed her that the Commission has the <br />option not to select a site. No one was present on behalf of the club. <br /> MOTION, passed <br /> Mr. Eckert moved and Mrs. Toussaint seconded to deny a <br /> permit for site authorization for electronic gaming for <br /> NoDak Sportsmen's Club at the Bronco Bar in Chaffee. On <br /> roll call vote, motion carried unanimously. <br /> <br />20. <br /> <br />COURTHOUSE SECURITY, Recommendations adopted for improving security <br />Commissioner Shannon presented a 10-page document entitled <br />"Recommended Measures for Improving Courthouse Security Through <br />Immediate Actions, Followed by Near-Term, & Long-Term Applications," <br />Final Revision, September 4, 1992. Ail Commissioners received a copy <br />of the plafl, as did all members of the Courthouse Security Committee. <br /> <br />Mr. Shannon summarized the document at the Chairman's suggestion and <br />then invited questions from other Commissioners and from the audience. <br />District Court Judges Norman Backes, Michael McGuire and Lawrence <br />Leclerc, County Court Judges Georgia Dawson and Frank Racek, and <br />Sheriff Deputy Jim Thoreson were present. <br /> <br />Mrs. Toussaint noted that $45,000 from the county contingency fund is <br />proposed for implementation of security measures, and she asked how <br />that money will be spent. Mr. Shannon said it will be spent on a <br />priority basis--the first recommendation being to install a Simplex <br /> <br /> <br />
