Mr. Wieland suggested reviewing this item at the beginning of the budget process, but Mr. Shannon said the Commission needs to look at the overall county core budget. At the call for the question and on roll call vote, the motion failed with Mrs. Toussaint and Mr. Shannon voting "Aye", Mr. Wieland, Mr. Eckert and Mr. Risher opposing. MOTION, passed Mr. Risher moved and Mr. Eckert seconded that Cass County Government act as recipient of funds to be expended for economic development purposes on behalf of Fargo-Cass County Economic Development Corporation. Discussion: Mr. Shannon asked if FCCEDC intends to again request use of the County sales tax exempt number, and Joan Braaten-Grabanski said they will not pursue that request. Mr. Montplaisir said he referred the first request to obtain the County sales tax exempt number to the State's Attorney, and they were both of the opinion that it isn't appropriate to let FCCEDC use the County number. If this action is approved today, Mr. Wieland said it doesn't mean that it can't be rescinded at any time. Mr. Risher said he isn't approving the entire FCCEDC proposal by supporting today's request. AMENDED MOTION, passed Mr. Shannon moved and Mrs. Toussaint seconded to amend the motion to put a time period through October 1st of this year so that the Commission can review the overall FCCEDC plan as part of the entire county government budget process. At the call for the question and on roll call vote, motion carried unanimously on the amended motion. SOIL SURVEY IN CASS COUNTY, Soil Conservation Service (SCS) proposal Adrian Ivers, Cass County Soil Conservation Service, and Mike Ulmer, Assistant State Soil Scientist, were present to ask Cass County Government to consider financial participation in updating soil surveys in Cass County. Mr. Ulmer said they have a three-year plan to complete this work, at an estimated cost of $225,000. Mr. Ivers said this survey will be done eventually but possibly not until 10-15 years from now. He said a suggested contribution from Cass County Government would be about 25% of the total cost plus clerical support, and payments can be made over a three-year period. MOTION, passed Mr. Shannon moved and Mr. Risher seconded to refer the request for participation in updating Cass County soil surveys to Frank Klein, Tax Equalization Director, for review and comment back to the Board of Commissioners. Motion carried unanimously.
