Mr. Eckert asked the Auditor <br />about county government staff involvement, and Mr. <br />Montplaisir said staff will need to issue a receipt and <br />forward the money to FCCEDC. Mr. Wieland suggested <br />reviewing this item at the beginning of the budget process, <br />but Mr. Shannon said the Commission needs to look at the <br />overall county core budget. At the call for the question <br />and on roll call vote, the motion failed with Mrs. <br />Toussaint and Mr. Shannon voting "Aye", Mr. Wieland, Mr. <br />Eckert and Mr. Risher opposing. <br />MOTION, passed <br />Mr. Risher moved and Mr. Eckert seconded that Cass County <br />Government act as recipient of funds to be expended for <br />economic development purposes on behalf of Fargo-Cass <br />County Economic Development Corporation. Discussion: Mr. <br />Shannon asked if FCCEDC intends to again request use of the <br />County sales tax exempt number, and Joan Braaten-Grabanski <br />said they will not pursue that request. Mr. Montplaisir <br />said he referred the first request to obtain the County <br />sales tax exempt number to the State's Attorney, and they <br />were both of the opinion that it isn't appropriate to let <br />FCCEDC use the County number. If this action is approved <br />today, Mr. Wieland said it doesn't mean that it can't be <br />rescinded at any time. Mr. Risher said he isn't approving <br />the entire FCCEDC proposal by supporting today's request. <br />AMENDED MOTION, passed <br />Mr. Shannon moved and Mrs. Toussaint seconded to amend the <br />motion to put a time period through October 1st of this <br />year so that the Commission can review the overall FCCEDC <br />plan as part of the entire county government budget <br />process. At the call for the question and on roll call <br />vote, motion carried unanimously on the amended motion. At <br />the call for the question and on roll call vote, motion <br />carried unanimously on the main motion. <br /> <br />18. <br /> <br />SOIL SURVEY IN CASS COUNTY, Soil Conservation Service (SCS) proposal <br />Adrian Ivers, Cass County Soil Conservation Service, and Mike Ulmer, <br />Assistant State Soil Scientist, were present to ask Cass County <br />Government to consider financial participation in updating soil <br />surveys in Cass County. Mr. Ulmer said they have a three-year plan <br />to complete this work, at an estimated cost of $225,000. Mr. Ivers <br />said this survey will be done eventually but possibly not until 10-15 <br />years from now. He said a suggested contribution from Cass County <br />Government would be about 25% of the total cost plus clerical support, <br />and payments can be made over a three-year period. MOTION, passed <br /> Mr. Shannon moved and Mr. Risher seconded to refer the <br /> request for participation in updating Cass County soil <br /> surveys to Frank Klein, Tax Equalization Director, for <br /> review and comment back to the Board of Commissioners. <br /> Motion carried unanimously. <br /> <br /> <br />
