Minutes--July 20, 1992 884 <br /> <br />MOTION, passed <br />Mr. Risher moved and Mr. Shannon seconded to approve a <br />special Sunday event permit for the Red River Valley Fair <br />Association to sell beer July 12, 1992, during the races, <br />which were postponed by the rain on July llth. On roll <br />call vote, motion carried unanimously. <br /> <br />12. <br /> <br />SOCIAL SERVICES, Out-of-state travel approved MOTION, passed <br /> Mr. Risher moved and Mr. Shannon seconded to approve out- <br /> of-state travel for Pam Sand, Social Services employee, to <br /> Fergus Falls, MN on July 28, 1992, for foster care <br /> staffing. On roll call vote, motion carried unanimously. <br /> <br />13. <br /> <br />CHILD SUPPORT ENFORCEMENT UNIT, Out-of-state travel approved <br /> MOTION, passed <br /> Mr. Risher moved and Mr. Shannon seconded to approve out- <br /> of-state travel request of Kathleen M. Ziegelmann, Director <br /> of the Regional Child Support Enforcement Unit, for Adair <br /> Boening and Crystal Wosick to travel to and attend the ABA <br /> Child Support Review and Adjustment Symposium on September <br /> 18 and 19, 1992, in Tysons Corner, Virginia. On roll call <br /> vote, motion carried unanimously. <br /> <br />14. <br /> <br />ABATEMENT HEARING, Harwood Farmers Elevator MOTION, passed <br /> Mr. Shannon moved and Mr. Risher seconded that Application <br /> for Abatement and Settlement of Taxes No. 3952 submitted by <br /> Harwood Farmers Elevator be approved as recommended by the <br /> City of Argusville and the Director of Tax Equalization. <br /> On roll call vote, motion carried unanimously. <br /> <br />15. <br /> <br />RIVERVIEW PLACE/VILLA NAZARETH, Hearing scheduled on revenue bonds <br />Attorney Leo Wilking and Jerry Lingen were present on behalf of <br />Riverview Place, Inc. requesting that the Cass County Board of <br />Commissioners schedule a public hearing at 3:30 PM on August 3, 1992, <br />for the purpose of refinancing bonds issued in 1986 for River¥iew <br />Place, Inc, which has been merged into Villa Nazareth. Mr. Wilking <br />said these bonds are considered replacement bonds and, therefore, <br />won't be subtracted from the county's bond allocation for this year. <br /> <br />Mr. Wieland questioned the language in a July 9th, 1992, letter to <br />State's Attorney John Golf from the law firm of Gilmore & Bell, which <br />states, ..."This facility is currently leased by the County to Villa <br />Nazareth under a financing lease which was put in place in connection <br />with the 1986 financing." Mr. Lingen said this means that Cass County <br />Government is the owner of the bonds, not the owner of the leased <br />facility. <br /> <br />Mr. Risher asked if Cass County Government is liable for any <br />indebtedness of Villa Nazareth, and it was the consensus of the <br />Commissioners to have the State's Attorney research this question. <br />Mr. Golf said he will have that information by the August 3rd hearing. <br /> MOTION, passed <br /> Mr. Risher moved and Mr. Eckert seconded to introduce <br /> revenue bonds for the purpose of refunding revenue bonds <br /> issued by Cass County in 1986 for the purpose of financing <br /> <br /> <br />
