Minutes--April 20, 1992 844 <br /> <br />14. <br /> <br />BIDS, County Road 4 paving <br />The following bids were received for bituminous surfacing on County <br />Road 4 from County Road 5 east 8 miles: <br /> <br />Mayo Construction Company, Inc., Cavalier, ND <br />F-M Asphalt, Inc., Dilworth, Minnesota <br />Border States Paving, Inc., Fargo <br />Hardrives, Inc., St. Cloud, Minnesota <br /> <br />$1,251,816.04 <br />$1,515,774.70 <br />$1,281,827.46 <br />$1,196,654.14 <br /> <br />Road Superintendent Steve Grindberg recommended accepting the low bid <br />of Hardrives, Inc. He said the bid is about 10% below the engineer's <br />estimate of $1,342,712. MOTION, passed <br /> Mr. Eckert moved and Mrs. Toussaint seconded to accept the <br /> low bid of Hardrives, Inc. in the amount of $1,196,654.14 <br /> for bituminous surfacing on County Road 4 from County Road <br /> 5, east eight miles to State Highway 18. <br /> Discussion: Mr. Risher asked about the company's <br /> experience in road construction and if the County requires <br /> a bond. Mr. Grindberg said he hasn't heard anything <br /> negative about the company, and the county does require a <br /> bond. The project completion date is September 18, 1992, <br /> and he said the specifications follow those of the State <br /> Highway Department. At the call for the question and upon <br /> roll call vote, motion carried unanimously. Mr. Wieland <br /> said he will sign the appropriate contracts when prepared. <br /> <br />15. <br /> <br />ROAD DEPARTMENT, Monthly report to Commission on hold <br />Steve Grindberg said the Road Department is still having difficulty <br />generating the monthly computer information requested in the recent <br />road audit. Mr. Wieland suggested that Commissioner Shannon and <br />Auditor Michael Montplaisir review this situation further and report <br />back to the Commission at the next meeting. Mr. Shannon said he is <br />willing to do that but said there is some reluctance on the part of <br />the committee interviewing for a new county engineer to do much with <br />the computer system without input from a new person who may be hired <br />for the engineer's position. <br /> <br />Mr. Shannon asked how many other North Dakota counties have the same <br />software program for their road department as Cass County, and <br />Mr. Grindberg didn't know of any other county having the same program. <br /> <br />Mr. Montplaisir said a state-wide computer group is reviewing what <br />information the State Department of Transportation wants from county <br />road departments so there may be some standardization in the future. <br />He said the computer program purchased by the last county engineer may <br />be too detailed for Cass County's needs. <br /> <br />Mr. Shannon said he will review the situation with the county auditor <br />and report back at the next meeting, but Mr. Wieland suggested not <br />putting this item on the agenda again until hearing that a report is <br />ready. Mrs. Toussaint said the committee searching for a replacement <br />for the engineer thinks it is advisable not to make changes in this <br />department without input from a new person. <br /> <br /> <br />
