Comm. Minutes--April 20, 1992 844 14. BIDS, County Road 4 paving The following bids were received for bituminous surfacing on County Road 4 from County Road 5 east 8 miles: Mayo Construction Company, Inc., Cavalier, ND F-M Asphalt, Inc., Dilworth, Minnesota Border States Paving, Inc., Fargo Hardrives, Inc., St. Cloud, Minnesota $1,251,816.04 $1,515,774.70 $1,281,827.46 $1,196,654.14 Road Superintendent Steve Grindberg recommended accepting the low bid of Hardrives, Inc. He said the bid is about 10% below the engineer's estimate of $1,342,712. MOTION, passed Mr. Eckert moved and Mrs. Toussaint seconded to accept the low bid of Hardrives, Inc. in the amount of $1,196,654.14 for bituminous surfacing on County Road 4 from County Road 5, east eight miles to State Highway 18. Discussion: Mr. Risher asked about the company's experience in road construction and if the County requires a bond. Mr. Grindberg said he hasn't heard anything negative about the company, and the county does require a bond. The project completion date is September 18, 1992, and he said the specifications follow those of the State Highway Department. At the call for the question and upon roll call vote, motion carried unanimously. Mr. Wieland said he will sign the appropriate contracts when prepared. 15. ROAD DEPARTMENT, Monthly report to Commission on hold Steve Grindberg said the Road Department is still having difficulty generating the monthly computer information requested in the recent road audit. Mr. Wieland suggested that Commissioner Shannon and Auditor Michael Montplaisir review this situation further and report back to the Commission at the next meeting. Mr. Shannon said he is willing to do that but said there is some reluctance on the part of the committee interviewing for a new county engineer to do much with the computer system without input from a new person who may be hired for the engineer's position. Mr. Shannon asked how many other North Dakota counties have the same software program for their road department as Cass County, and Mr. Grindberg didn't know of any other county having the same program. Mr. Montplaisir said a state-wide computer group is reviewing what information the State Department of Transportation wants from county road departments so there may be some standardization in the future. He said the computer program purchased by the last county engineer may be too detailed for Cass County's needs. Mr. Shannon said he will review the situation with the county auditor and report back at the next meeting, but Mr. Wieland suggested not putting this item on the agenda again until hearing that a report is ready. Mrs. Toussaint said the committee searching for a replacement for the engineer thinks it is advisable not to make changes in this department without input from a new person.
