Minutes--April 6, 1992 839 <br /> <br />18. <br /> <br />COMMISSION POLICY MANUAL, Received and filed <br />A committee consisting of Commissioner Toussaint, County Coordinator <br />Bonnie Johnson and Commission Secretary Joyce Schepp prepared a <br />Commission Policy Manual which all Commissioners received. Mrs. <br />Toussaint said the manual is a compilation of Commission policies made <br />over the past several years, and she asked that the manual be received <br />and filed and set a meeting time for all Commissioners to review <br />individual policies together. Mr. Wieland suggested reviewing the <br />Commission Policy Manual at 1:00 PM before the next meeting and re- <br />schedule the rotational department meeting at 2:16 instead of 1:30 PM. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Shannon seconded to receive <br /> and file the preliminary Commission Policy Manual as <br /> presented and establish a special meeting on April 20th, <br /> 1992, at 1:00 PM in the Commission Room to review policies. <br /> Mr. Wieland asked Glenn Ellingsberg, who was present, to <br /> relay the time change from 1:30 to 2:15 for the Sheriff <br /> Department rotational meeting. On roll call vote, motion <br /> carried unanimously. <br /> <br />19. <br /> <br />COMMITTEE REPORTS, State Resolutions, software demonstrations, <br />historical society mill levy, oil contamination <br />Mr. Shannon suggested submitting a resolution to the State Resolutions <br />Committee changing the date of county equalization meetings to the <br />first week in June each year, instead of specifying the first Tuesday. <br />Mr. Wieland said this topic is a housekeeping item and may not require <br />a separate resolution. Mrs. Toussaint will be in Bismarck Monday, <br />April 13th, for the State Resolutions Committee meeting. <br /> <br />State's Attorney John Goff reported on software demonstrations held <br />in March. He said a program by Professional Computer Software <br />Services was impressive. The package is for state's attorneys and <br />courts, and would interface with the sheriff's department, he said. <br />Mr. Shannon said the goal is to find one system so that information <br />entered by one department can be shared by other departments. <br /> <br />Auditor Michael Montplaisir said proposals have been received for the <br />mill levy for historical societies as requested at budget time, and <br />he suggested scheduling this item at a future meeting. <br /> <br />Mr. Montplaisir met with the North Dakota Insurance Department <br />regarding petroleum-contaminated dirt. One suggestion is to spread <br />out the dirt and let the oil evaporate. He said the material is <br />turned every 30 days for a 90-day period, after which time it is <br />clean. He will discuss this further with the State's Attorney and <br />Glenn Ellingsberg, Disaster Emergency Services Manager. <br /> <br />20. <br /> <br />GRASSHOPPER CONTROL PROGRAM, Follow previous year's policy <br />Mr. Eckert said several members of the Cass County Township Officer's <br />Association expressed an interest in the County continuing the <br />grasshopper control program as in the past. Gene Johnson has been the <br />coordinator of the program, and Mr. Eckert said he is available to <br />continue this program since he also works for the Weed Control Office. <br /> MOTION, passed <br /> Mr. Eckert moved and Mrs. Toussaint seconded to continue <br /> the grasshopper control program as prescribed in previous <br /> years. On roll call vote, motion carried unanimously. <br /> <br /> <br />
