Minutes--February 3, 1992 819 <br /> <br />value property with the information they have as of February 1st, <br />whereas the appraisal submitted by the applicant was dated July 1, <br />1990 and the environmental study was performed in May, 1990, which was <br />well after the February 1, 1989, assessment date. <br />MOTION, passed <br />Upon recommendation of the County Tax Director, Mr. Eckert <br />moved and Mrs. Toussaint seconded that abatement number <br />3956 for 1989 be denied and that abatement number 3957 for <br />1990 be approved for the above parcels in Roberts Addition <br />to the City of Fargo. On roll call vote, the motion <br />carried with four members voting "Aye," Mr. Shannon <br />opposing. <br /> <br />11. PUBLIC ADMINISTRATOR, Contract approved <br />Mrs. Toussaint said the sub-committee appointed at the last meeting <br />to review an agreement with Public Administrator, Marilyn Hawkinson, <br />met last week to discuss mutual concerns. State's Attorney John Goff <br />said Appendix A to the agreement attempts to address the concerns and <br />Appendix B states the duties of the Public Administrator. <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Shannon seconded that the <br />Chairman of the Board of Cass County Commissioners be <br />authorized to sign the 1992 Contract for Indigent Persons <br />in Cass County. On roll call vote, motion carried <br />unanimously. <br /> <br />12. DEPARTMENT WORK PLANS FOR 1992, Adopted as amended <br />MOTION, passed <br />Mr. Risher moved and Mr. Shannon seconded to adopt 1992 <br />work plans as amended by the County Commission at the <br />January 21st, 1992, meeting. On roll call vote, motion <br />carried unanimously. <br /> <br />13. RESOLUTION #1992-1, Road policy efforts to be developed <br />MOTION, passed <br />Mr. Shannon moved and Mr. Risher seconded to adopt <br />Resolution #1992-1 as drafted by the Fargo-Moorhead <br />Metropolitan Council of Governments and reviewed by Charlie <br />Kahl, North Dakota Department of Transportation District <br />Engineer, furthering efforts to develop community-wide road <br />policy. On roll call vote, motion carried with four <br />members voting "Aye," and Mr. Eckert opposing because he <br />wanted to delay the resolution until the County Road <br />Department has input. Mr. Wieland said the purpose of the <br />resolution is to continue efforts to develop road policy <br />between the communities involved. <br /> <br />14. RED RIVER VALLEY FAIR/CASS COUNTY AGREEMENT <br />State's Attorney John Goff outlined a proposed agreement between Cass <br />County government and the Red River Valley Fair Association conveying <br />the property known as the fairgrounds, excluding the Cass County Road <br />Department, but including the campsite and Bonanzaville, to the Red <br />River Valley Fair Association because of Commission concerns about <br />liability. Mr. Goff said he and Jonathan Garaas, Attorney for the Red <br />River Valley Fair Association, jointly drafted the agreement. <br />Mr. Garaas will be present in about one-half hour. He had a prior <br />commitment at this time. <br />
