Re-or~anization of Family <br />Pro~ram Service Unit <br />MOTION, passed <br />Mr. Shannon moved and Mr. Risher seconded to approve <br />emergency out of state travel for Social Worker Leslie <br />Johnson to Detroit Lakes on January 30th to pick up a <br />foster child; and to approve out of state travel for Social <br />Service employee, Pam Sand, to attend a care conference in <br />Fergus Falls on February 10th for two foster children. <br /> <br />MOTION, passed <br />Mr. Shannon moved and Mr. Risher seconded to approve the <br />re-organization of the Family Program Service Unit, as <br />reviewed and approved by the Social Service Board and the <br />Human Resource Overview Committee. On roll call vote, <br />motion carried unanimously. <br /> <br />9. AUDITOR'S REQUEST FOR DISPLAY RACK IN PUBLIC HALLWAY, Approved <br />MOTION, passed <br />Mr. Shannon moved and Mr. Risher seconded to allow the <br />County Auditor to purchase and install a display rack for <br />publications and information to the public in the hallway <br />outside the Auditor's Office, funds to come from Auditor's <br />budget. On roll call vote, motion carried unanimously. <br /> <br />10. ABATEMENT HEARING, The Black Buildin~ <br />A hearing was scheduled for this date and time on Application for <br />Abatement and Settlement of Taxes submitted by Attorney Paul M. <br />Hubbard on behalf of The Black Building, c/o First Trust, Fargo. <br />Mr. Hubbard was present for the hearing. <br /> <br />County Tax Director Frank Klein said First Trust is asking that the <br />valuation be reduced from $2,639,000 to $1,007,000 for the years 1989 <br />and 1990 on two parcels of property in Roberts Addition to the City <br />of Fargo. Mr. Klein said the City of Fargo recommended that the <br />valuation reduction be granted for 1990 but recommended denial for <br />1989. He said there is no evidence for 1989 that this property was <br />treated inequitably and he concurs with the City of Fargo recommenda- <br />tion. <br /> <br />Mr. Risher asked if First Trust is seeking a purchaser for the <br />property, and Mr. Hubbard said he understands it will be listed for <br />sale after receiving updated financial information. <br /> <br />Mr. Hubbard said The Black Building has a different history than other <br />buildings on Broadway and he doesn't think it was treated equitably <br />because it is filled with asbestos.
