CASS COUNTY INTEROPERABLE RADIO PROJECT
STATEMENT OF WORK/ACCEPTANCE TEST PLAN

is responsible for l?reparing the sites to meet the R56 standards. In some cases they
may not have complete control of the infrastructure and will not be able to completely
meet the R56 standards. The owner will do its best to have all sites at the R56
standards or as close as they can reasonably come to them. The owner is also
responsible for maintaining the equipment in a physical environment that meets
product specifications. That suggested environment should have a room temperature
of less than 85 degrees Fahrenheit and a 55% non-condensing humidity range. If a
site/s does not have an environment that meets the equipment environment
specifications, the owner will take the responsibility at bringing that site/s up to the
appropriate specifications.

At the present time the Federal Communications Commission has not granted
licenses for the operation of the system. It is the owner's responsibility to identify
and license frequencies for each site. Once this process has been completed, custom
combiner/multicoupler equipment will be designed and manufactured for each site.
Costs for this equipment have been estimated. The owner is responsible for any
additional combiner costs that may be incurred after the frequencies have been
determined.

Based on the current equipment list that is being provided as part of the proposal to
the owner below are the power requirements and the thermal contributions. The work
.done by the owner at the sites for this project must meet these specifications. This is
subject to change based on the Detail Design Review and the FCC frequency licenses
received for this project. The Detail Design Review will be held with the owner and
Motorola prior to equipment being ordered.

CASS COUNTY INTEROPERABLE RADIO PROJECT NORTH DAKOTA
POWER AND BTU BUDGET

Current Current
(A) (A) BTU/Hr BTU/Hr
Equipment Qty Each Extended Each Extended
45th Street Tank - Simulcast Remote Site
QUANT AR Station 5 4.5 22.5 1280 6400
Channel Bank 1 6.0 6.0 53 53
Frequency Std 1 1.5 1.5 614 614
Combiner/Multicoupler 1 1.0 1.0 1067 1067
Total 45th Street Tank 31.0 8134

AAT Tower - Receive Only Site
" MO'rOROLA

4

"This information is a trade secret which gives Motorola a competitive edge in the marketplace.
Disclosure to competitors would cause irreparable injury to Motorola. ..
