<br />Comm. Minutes--December 2, 1991 780 <br /> <br />12. ROAD DEPARTMENT AUDIT, Implementation of recommendations delayed <br />Mr. Eckert requested a delay in implementation of the recommendations <br />provided by Charles Bailly and Company in their recent Organization <br />and Operation Review of the Cass County Road Department because he <br />said County Engineer Don Richards had no input. Mr. Shannon disagreed <br />saying that Mr. Richards served on the audit committee, and the Road <br />Department has been involved in this audit the last few months. <br /> <br />Mr. Wieland suggested allowing the request for additional time but <br />wondered how someone could serve on a committee and say they haven't <br />had input. Mr. Eckert said Mr. Richards served on the selection <br />committee but did not have input in the recommendations. <br /> <br />Auditor Michael Montplaisir said Don Richards served on the Road Audit <br />committee and was present when Charles Bailly and Company presented <br />the recommendations to the committee in October. Mrs. Toussaint <br />thinks the Commission should have received the engineer's comments by <br />this time. Mr. Eckert said Mr. Richards is hospitalized and had an <br />operation today. <br /> <br />Thomas Fischer, member of the Road Audit committee, said the <br />recommendations presented today would streamline Road Department <br />operations and create some continuity between the Road Department, <br />this Commission and the Auditor's Office, and he doesn't see anything <br />that would have great effects on the engineer. <br />MOTION, failed <br />Motion was made by Mrs. Toussaint that the recommendations <br />of the Organizational and Operational Review made by <br />Charles H. Pope, CPA and Jim B. Clikeman, CPA of Charles <br />Bailly & Company be implemented as follows: <br /> <br />a. The County Engineer will immediately begin making plans to <br />submit monthly reports to the County Commission as outlined in <br />EXHIBIT 1 of the ORGANIZATIONAL AND OPERATION REVIEW (PHASE II). <br />The County Engineer will have prepared and be able to discuss <br />the reports indicated on pages 4 and 5 of EXHIBIT 1 <br />(Construction Project Status Report and Maintenance Project <br />Status Report) at the January 21, 1992 County Commission <br />meeting. <br /> <br />The County Engineer will immediately begin to utilize the form <br />outlined on page 6 of EXHIBIT 1 (Bid Comparison Report) for any <br />project over $30,000 projected total cost (including overhead). <br />This form is to be submitted to and approved by the County <br />Commission prior to approving bids or start of work by county <br />forces. <br /> <br />The County Engineer will immediately begin to utilize forms on <br />pages 7 and 10 of EXHIBIT 1 (Labor Status Report and Overhead <br />Factor Computation). The completed forms for 1991 are to be <br />submi tted to the County Commission at the January 21, 1992 <br />County Commission meeting. <br /> <br />b. The County Commission approves the Job Description and Specific <br />Job Standards as outlined in EXHIBIT 2A and 2B for the County <br />Engineer position. Future performance evaluations will be based <br />upon the Job Description and Specific Job Standards. <br />
