Minutes Special Meeting--September 30, 1991 753 <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> SEPTEMBER 30, 1991 <br /> <br />MEETING TO ORDER <br />Chairman Gene Shannon called the meeting to order at 3:30 PM in the <br />Commission Room to finalize the 1992 County budget and act on two <br />emergency items. Ail members were present as follows: Don Eckert, <br />Alon Wieland, Gene Shannon, Sharon "Pepper" Toussaint, Steve Risher. <br /> <br />BUDGET STATUS <br />After revising budget figures based on department hearings, Auditor <br />Michael Montplaisir said the 1992 Cass County budget is balanced at <br />$20,890,000 with no mill levy increase. This represents a one mill <br />decrease over last year in the general and special levy funds. <br /> <br />ROAD 10 MILL LEVY <br />After the budget session this morning, Mr. Eckert said he talked to <br />Richard Backes, State Highway Commissioner, and Cass County may stand <br />to lose $123,000 in federal funds from the State incentive fund by <br />their action to transfer construction projects to the Road and Bridge <br />fund instead of levying the special l0 mill road funds for 1992. Mr. <br />Shannon said Mr. Backes indicated to him that this is an internal <br />policy and he will take this under advisement. A change in State law <br />allows the county to accommodate the l0 mill levy within the Road <br />Department budget, Mr. Shannon said. MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to rescind action <br /> taken earlier today, thus re-instating the special 10 mill <br /> road levy and include the projects as recommended by the <br /> Road Advisory Committee; and to develop a road policy as <br /> soon as possible for consideration by the County <br /> Commission. At the call for the question and upon roll <br /> call vote, the motion carried with three members voting <br /> "Aye"; Mrs. Toussaint and Mr. Shannon opposing. Mr. <br /> Shannon thinks the funds would be more secure under the <br /> Road and Bridge fund. <br /> <br />HEARING ON 1992 COUNTY BUDGET <br />The Chairman opened the meeting for a public hearing on the proposed <br />1992 county budget. No one asked to speak at this time. <br /> <br />BUDGET APPROVAL FOR 1992 MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to adopt a <br /> resolution approving a 4% increase in total dollars allowed <br /> by North Dakota Century Code for the county jail fund. On <br /> roll call vote, motion carried unanimously. <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Risher seconded to approve mill <br /> levies for the four Water Resource Districts and Red River <br /> Joint Water Resource District. Motion carried on roll call <br /> vote with four members voting "Aye", Mr. Risher opposing. <br /> <br /> <br />
