Memorandum To: From: Re: Date: Cass County Personnel Overview Committee Kathy Hogan Performance Bonus's - ND Department of Human Services October 31, 2005 Last week, we received instructions regarding the Food Stamp Bonus payments from the North Dakota Department of Human Services for the staff that work with the food stamp. This food stamp bonus is the result of very high quality work by the eligibility staff and the state Department of Human Services decided that the best use of these funds was direct payment to the workers in the program. The bonus payment was divided by all the staff that work in the program and a per/worker payment was established. Each county was given the funds to pay this bonus. Cass County received these funds this week. Attached is a copy of the ND Department of Human Services instructions on these bonuses. Cass County does not have a personnel policy regarding pay bonuses; therefore, I would like formal approval prior to distribution of these bonuses. For your information, of the 46 staff designated to receive a food stamp bonus, 28 staff did not receive their full county salary in 2005. Over the last several months, the overall work load in the economic assistance unit has been very high requiring major extra effort including week-end and evening overtime. I believe that the authorization of these bonus payments will genuinely help unit morale. Proposed motion: I move that the payment of food stamp performance bonuses be authorized as directed by the ND Department of Human Services.
