10. <br /> <br />Comm. Minutes--September 17, 1991 742 <br /> <br />COMPUTER GRANT FUNDING, Resolution endorsing application <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Risher seconded to approve the <br /> resolution endorsing application for county computer grant <br /> funding as follows: <br /> <br />BE IT RESOLVED, That the Cass County Board of Commissioners is <br />committed to a long-range computerization plan which will assist <br />county offices in establishing and enhancing efficient and <br />effective programming. We believe that a well-defined <br />computerization plan will help hold the line on increased <br />spending for county taxpayers by providing new technology and <br />better services. Therefore, this Board of County Commissioners <br />hereby endorses the application for county computer grant <br />funding through the Information Services Division in Bismarck. <br />On roll call vote, motion carried unanimously. <br /> <br />MANPOWER, Policy and form adopted <br />As part of the Space and Planning Subcommittee, a manpower planning <br />fOrm has been developed for future budget sessions to better estimate <br />manpower investments. MOTION, passed <br /> Mrs. Toussaint moved and Mr. Risher seconded to adopt the <br /> following policy: "Because local governments have found <br /> themselves in the midst of social, political, and economic <br /> change that has brought accountability requirements to the <br /> forefront~ it is now necessary to expand our budgeting <br /> process to include a manpower forecast. Cass County <br /> department heads shall complete a manpower forecast to be <br /> attached to the annual budget for the purpose of <br /> establishing a five-year manpower forecast to better <br /> improve county government planning." (Departments will <br /> begin officially using this form in the next budgeting <br /> cycle). On roll call vote, motion carried unanimously. <br /> <br />BUDGET AMENDMENT/LINE TRANSFER FOR SOCIAL SERVICES MOTION, passed <br /> Mrs. Toussaint moved and Mr. Risher seconded to grant <br /> approval of overtime hours for all Social Services <br /> Eligibility Workers for the month of November at a cost of <br /> $11,120, to be paid from the Economic Assistance Unit <br /> within the county budget. On roll call vote, motion <br /> carried unanimously· <br /> <br />SHERIFF, Out of state travel approved MOTION, passed <br /> Mrs. Toussaint moved and Mr. Risher seconded to approve out <br /> of state travel for Lt. Majerus, Lt. Argall, Deputies <br /> Fercho, Gabrielson, Kitzan, Murphy and Jorgenson to attend <br /> the llth annual M.O.C.I.C. Conference at Brainerd, <br /> Minnesota, on September 30-October 2, 1991. On roll call <br /> vote, motion carried unanimously. <br /> <br /> <br />
