Minutes--September 17, 1991 742 COMPUTER GRANT FUNDING, Resolution endorsing application MOTION, passed Mrs. Toussaint moved and Mr. Risher seconded to approve the resolution endorsing application for county computer grant funding as follows: BE IT RESOLVED, That the Cass County Board of Commissioners is committed to a long-range computerization plan which will assist county offices in establishing and enhancing efficient and effective programming. We believe that a well-defined computerization plan will help hold the line on increased spending for county taxpayers by providing new technology and better services. Therefore, this Board of County Commissioners hereby endorses the application for county computer grant funding through the Information Services Division in Bismarck. On roll call vote, motion carried unanimously. MANPOWER, Policy and form adopted As part of the Space and Planning Subcommittee, a manpower planning fOrm has been developed for future budget sessions to better estimate manpower investments. MOTION, passed Mrs. Toussaint moved and Mr. Risher seconded to adopt the following policy: "Because local governments have found themselves in the midst of social, political, and economic change that has brought accountability requirements to the forefront~ it is now necessary to expand our budgeting process to include a manpower forecast. Cass County department heads shall complete a manpower forecast to be attached to the annual budget for the purpose of establishing a five-year manpower forecast to better improve county government planning." (Departments will begin officially using this form in the next budgeting cycle). On roll call vote, motion carried unanimously. BUDGET AMENDMENT/LINE TRANSFER FOR SOCIAL SERVICES MOTION, passed Mrs. Toussaint moved and Mr. Risher seconded to grant approval of overtime hours for all Social Services Eligibility Workers for the month of November at a cost of $11,120, to be paid from the Economic Assistance Unit within the county budget. On roll call vote, motion carried unanimously· SHERIFF, Out of state travel approved MOTION, passed Mrs. Toussaint moved and Mr. Risher seconded to approve out of state travel for Lt. Majerus, Lt. Argall, Deputies Fercho, Gabrielson, Kitzan, Murphy and Jorgenson to attend the llth annual M.O.C.I.C. Conference at Brainerd, Minnesota, on September 30-October 2, 1991. On roll call vote, motion carried unanimously.
