Comm. Minutes Special Meeting--September 11, 1991 739 SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS SEPTEMBER 11, 1991 = MEETING TO ORDER The meeting was called to order with members present as follows: Sharon "Pepper" Toussaint, Steve Risher, Don Eckert and Alon Wieland. Gene Shannon was absent. TREASURER Treasurer Charlotte Sandvik said $8,000 needs to be added under the Temporary Position Salaries line item, changing the total from $12,917.00 to $20,917.00. She also discussed the Office Equipment line item, which would be for purchase of a self-mailer to handle the tax statements. TAX DIRECTOR Tax Director Frank Klein said the amount budgeted under the Dues line item is for membership in the International Association of Assessing Officers and the local association. Mr. Klein discussed microfilming of tax records and assessors' books which will be used by his office and the Auditor; this item is budgeted in the Auditor's budget. AUDITOR Auditor Mike Montplaisir said there is a decrease in Part-Time Salaries line item due to the new tax system reducing the amount of data entry. The Travel line item has increased because of his membership on committees associated with the State. There is also an increase budgeted for Publishing line item under elections because of the reapportioning for Commission and precinct line changes. He said either he or Mr. Klein will attend a seminar on insurance, so $1,500 will need to be added to the Education/Seminars line item. Also, $3,400 for Miscellaneous line item can be deleted because this was for atlases which were purchased this year. DATA PROCESSING Data Processing Coordinator Mike Steiner said he included $5,100 in Overtime Salaries line item for on-call time. There was discussion on how other departments handle on-call pay. The Commissioners preferred to provide compensation time rather than pay for on-call duty, but will discuss this policy during a regular Commission meeting. The Overtime Salaries line item was reduced to $2,000. The Travel line item was reduced from $3,200 to $2,200 and the Education/Seminars line item from $4,800 to $3,800. There was a decrease in Equipment/Repair from $8,750 to $4,000. The software system for the Courts, Jail and States Attorney is their software package not necessarily JALAN's and funds for the system will not be expended until approval by the Commission. Mr. Montplaisir said he will make an annotation by this line item.
