Comm. Minutes Special Meeting--September 10, 1991 737 <br /> <br />EMERGENCY SERVICES, Budget reviewed <br />Salary: <br />The Sheriff said the pay grade for Emergency Manager (Glenn <br />Ellingsberg) was supposed to be raised from a pay grade 25 to a pay <br />grade 27, as was Walt Willis', Chief Correctional Officer, according <br />to the International Association of Chiefs of Policy (I.A.C.P.) study. <br />Mr. Wieland said the county cannot arbitrarily increase salaries at <br />this time when a classification study will be done by a consultant <br />with any warranted reclassification being done after January 1, 1992. <br /> <br />Mr. Ellingsberg suggested some line items which can be reduced in the <br />1992 budget, and the Auditor will make the necessary changes. <br /> <br />JAIL, Budget reviewed <br />The Sheriff went through each line item, indicating which items could <br />be reduced. The Auditor will make the changes accordingly. <br /> <br />The Auditor indicated that the present 5 mill levy for the County Jail <br />will not cover expenses for 1992 with the addition of five staff <br />members in 1991 and an additional three positions anticipated in 1992. <br />He said the Commission can pass a resolution to utilize the 4% levy <br />increase allowed by State law, bringing the levy to 6.2 mills for the <br />jail. <br /> <br />The County may have to transfer money from the 1991 General Fund to <br />pay for boarding prisoners in other counties, but the Commissioners <br />decided not to try to budget for this in 1992. <br /> <br />Electronic Finger Printing: <br />Mr. Ellingsberg explained a request for $47,500 for electronic finger <br />printing, which he said would speed up the process of criminal <br />identification and save time on the part of the arresting officer and <br />clerical staff. He said a federal grant may be available for 72% of <br />the cost. Commissioners questioned whether the time is right to <br />purchase this equipment and removed it from the 1992 budget, but <br />Mr. Eckert said to keep it in mind because of the grant possibility. <br /> <br />Communications: <br />Line item contains $19,000 for a new unit to record mobile radio <br />transmissions and emergency telephone calls received by dispatch. <br />Mr. Ellingsberg said the present unit is obsolete, and not worth the <br />cost of servicing it. <br /> <br />JUVENILE DETENTION CENTER, Budget reviewed <br />Mr. Wieland asked about newspaper subscriptions, and Mr. Ellingsberg <br />said the Sheriff's Department has a subscription, the Jail has one and <br />the Juvenile Detention Center has one. <br /> <br />The Sheriff explained which line items could be reduced, and the <br />Auditor will make the necessary changes. <br /> <br /> <br />
