Comm. Minutes Special Meeting--September 10, 1991 736

Mr. Risher asked how many cars are driven to deputies' homes and
parked for the night. The Sheriff said all but five are driven home
at night. He said all of the deputies who drive a county car home are
on call. Mr. Shannon asked how many emergency calls there have been
historically, but the Sheriff didn't have a number available.

Mr. Wieland doesn't think reducing the number of vehicles in the fleet
will save much money because many of the cars driven home are patrol
cars with about 100,000 miles on them. Also, he said the county has
been concerned about paying high personal mileage. Mr. Eckert thinks
the county will lose efficiency by cutting back the number of cars.
Mr. Shannon said he doesn't know how anyone can justify having cars
available for commuting back and forth to work. The Sheriff said it
saves time in case of an emergency so deputies don't have to drive to
the Courthouse to pick up a county vehicle. MOTION, passed
Mr. Eckert moved and Mr. Wieland seconded to approve the
Sheriff's recommendation to budget $174,500 for the
purchase of three unmarked vehicles, six marked vehicles
and one van in 1992. Mr. Eckert said this is with the
understanding that if vehicles are purchased this year, the
number purchased in 1992 would be reduced accordingly.
Discussion: Mrs. Toussaint asked the Sheriff which
vehicles will be replaced. Mr. Wieland asked if the
department can operate with four or five marked vehicles
instead of six, and the Sheriff suggested purchasing four.
AMENDED MOTION, passed
Mr. Wieland moved and Mr. Eckert seconded to amend the
motion to reduce the budget line item from $174,500 to
$112,500.
Discussion: Mr. Wieland said this means six vehicles will
be replaced. Mrs. Toussaint again asked which vehicles
will be replaced, and Mr. Ellingsberg showed her a list of
vehicles and the Sheriff said four marked patrol cars, one
unmarked car and one of the three vans will be replaced.
At the call for the question and on roll call vote, the
amended motion was approved with four members voting "Aye",
Mr. Shannon opposing. At the call for the question and on
roll call vote, the motion to authorize the expenditure of
$112,500 for four marked vehicles, one unmarked vehicle and
one van carried with four members voting "Aye", Mr. Shannon
opposing.

Fuel Control System:
Mr. Shannon suggested eliminating $32,000 for the fuel control system
and have the Sheriff's Department purchase fuel from local dealers.
The Sheriff said he would still need $3,000 in the budget to remove
the old tank and fill in the hole. Mr. Wieland thinks this will cost
the county more money, but Mr. Shannon said the county can purchase
gasoline at the pump price with a monthly statement and no service
fee. The Sheriff said it may cost more initially, but the county will
get a rebate on the federal tax.

Mr. Shannon said the present system should be phased out by this
December, or as soon as possible.
