<br />Comm. Minutes--September 4, 1991 728 <br /> <br />Mrs. Toussaint said voucher #28,722 is to the Fargo-Moorhead Human <br />Resource for membership dues and meals, and she asked what other <br />offices do in this situation. The Auditor and States Attorney were <br />asked about memberships in organizations. Mr. Montplaisir said the <br />county pays one-half of the license fee for professional staff, but <br />he pays his own dues to the North Dakota C.P.A. Society. Mr. Goff <br />said he pays his own membership in the Cass County Bar Association. <br /> <br />Vouchers #29,082 and #29,132 are for a seminar and air fare for Ginger <br />Kaufman in the Human Resources Department. Mrs. Toussaint asked that <br />these vouchers be excluded at this time since there is a request for <br />out of state travel permission from Ms. Kaufman later on the agenda. <br />MOTION, passed <br />Mr. Risher moved and Mrs. Toussaint seconded to approve <br />Vouchers No. 28,314 through No. 29,306, with the exception <br />of vouchers #28,722, #29,082 and #29,132, but including the <br />voucher from Border States Paving. On roll call vote, <br />motion carried unanimously. <br /> <br />11. JAIL STAFF GRIEVANCE, Response provided by consultant <br />Consul tant Scott Kildahl presented a "Final Report, Correctional Staff <br />Grievance" to the Commission, which is in response to a grievance <br />letter filed with the County Commission July 1, 1991. After reading <br />a Mission Statement of the Cass County Correctional Staff, Nr. Kildahl <br />outlined the recommendations contained in the report. He commended <br />the correctional staff for the manner in which they presented their <br />grievance. <br /> <br />The Hission Statement is as follows: "To maintain and manage a county <br />jail, in accordance with statutory requirements, that will safely <br />accept, classify and house appropriate prisoners in a manner that <br />provides, to the best of the staff' s ability, their safety, legal <br />rights and well being while serving legal detention as prescribed by <br />law. " <br /> <br />Mr. Wieland said the County Commission has authorized a "Request for <br />Proposals" from consultants to do a classification study for the <br />County, with a report due the end of January, 1992. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Toussaint seconded to <br />and file the correctional staff grievance final <br />welcoming further input by any interested parties, <br />place this item on the agenda for additional review <br />first meeting in October. On roll call vote, <br />carried unanimously. <br /> <br />receive <br />report, <br />and to <br />at the <br />motion <br /> <br />12. BUDGET, Policy adopted and preliminary budget approved <br />Cass County's 1992 preliminary budget request calls for a 1.77 mill <br />increase over last year, according to Auditor Michael Nontplaisir. <br />He said the Commission needs to approve the preliminary budget today <br />to satisfy legal publication deadlines. Then Commissioners will meet <br />wi th various departments throughout the month of September to continue <br />the budgeting process, with the hope of reducing the mill levy to the <br />same level as last year. <br />
