Minutes--August 19, 1991 722 <br /> <br />14. <br /> <br />MOTION, passed <br />Mr. Wieland moved and Sr. Eckert seconded to amend the 1991 <br />Data Processing budget by $35,000, to be taken from the <br />contingency fund, this amount being allocated under the <br />software line item. <br />Discussion: Sr. Wieland was concerned about the balance in <br />the contingency fund after this transfer is made, and he <br />asked Sr. Steiner not to purchase Office Visions until the <br />last possible moment before the discount offer expires. <br />On roll call vote, motion carried unanimously. <br /> <br />PLANNING DEPARTSENT, Public hearing on Replat of Lots 3 & 4, Block 1, <br />Holmen's 3rd Subdivision; chairman authorized to sign final plat <br />The Chairman declared the time open for a public hearing on the <br />application for subdivision approval submitted by Chip Larkin for the <br />Replat of Lots 3 & 4, Block 1, Holmen's 3rd Subdivision. No one <br />present during the public hearing asked to speak to the Commission so <br />the Chairman asked County Planner Earl Haugen to proceed. <br /> <br />Mr. Haugen said the Cass County Planning Department and the Stanley <br />Township Board of Supervisors recommend that the plat be approved. <br />He said the applicants have met all requirements of the Cass County <br />Subdivision Regulations and Stanley Township zoning ordinances. <br /> MOTION, passed <br /> Sr. Wieland moved and Mr. Eckert seconded to approve the <br /> final plat of the "Replat of Lots 3 & 4, Block 1, Holmen's <br /> Third Subdivision;" and allow the chairman to sign the <br /> final plat. On roll call vote, motion carried unanimously. <br /> <br />SOLID WASTE MANAGEMENT BOARD, Selection of board delayed <br />Recent legislation mandates the creation of eight solid waste <br />management districts in North Dakota with the following options for <br />board membership: 1) creation of a new board with specified <br />membership, or 2) utilizing existing regional councils. <br /> <br />Mr. Haugen said the Cass County Solid Waste Advisory Council and the <br />Cass County Planning Commission recommend option #1 because it allows <br />for the selection of representatives knowledgeable about solid waste <br />management. They further recommend that the Lake Agassiz Regional <br />Council (LARC) be asked to help facilitate the board formation. <br /> <br />Mr. Shannon said Pat Zavoral from the City of Fargo Planning <br />Commission is concerned about a duplication of effort and would like <br />to speak to Commissioners about it. Mr. Haugen thought he would have <br />voiced his concerns prior to this time. Mr. Shannon suggested <br />delaying this item until the next meeting, but Mr. Haugen said (LARC) <br />is meeting on August 23rd and he hoped the Cass County Commission <br />would take action by that time. <br /> <br />Mr. Wieland said he supports the creation of a new board but is <br />willing to allow input from Mr. Zavoral. He suggested writing a <br />letter to LARC and sending it with Cass County's representative, Steve <br />Risher, saying the Commission is waiting for further information from <br />Mr. Zavoral on the subject. <br /> <br /> <br />
