Minutes--July 1, 1991 702 <br /> <br />Mr. Wieland suggested meeting one week from today with the Sheriff, <br />jail staff, himself and another commissioner, perhaps Mr. Shannon, <br />Consultant Scott Kildahl and County Coordinator Bonnie Johnson. <br />MOTION, passed <br />Mr. Wieland moved and Mrs. Toussaint seconded to schedule <br />a follow-up meeting at 8:30 AM, Monday, July 8th, in the <br />Commission Room; in the meantime, the Sheriff will engage <br />the parties mentioned above. Motion carried on roll call <br />vote with four members voting "Aye"; Mr. Eckert being <br />opposed to postponing this issue, realizing the liability, <br />and wanting to support department heads. Mr. Wieland said <br />he will be meeting this Friday, prior to Monday's meeting, <br />with the folks involved in the jail staff grievance. <br /> <br />14. SHERIFF DEPARTMENT, Review overtime report <br />Mr. Wieland said he doesn't have the amounts of Sheriff Department <br />overtime, and Mr. Shannon said it can be discussed another time. <br /> <br />Sheri ff Rudnick asked what choice the department has when people don't <br />volunteer to work a shift. Mr. Shannon said the highest-paid <br />employees are working overtime. <br /> <br />15. FLEX TIME SCHEDULE, Amended <br />Several weeks ago, the Commission approved flex time schedules for <br />departments who had submitted plans to the Human Resource Department. <br />Mr. Risher said a few plans didn't comply with Fair Labor Standards <br />Act. Commissioners received a memo from the chairman on this subject. <br />MOTION, passed <br />Mr. Risher moved and Mrs. Toussaint seconded to amend the motion <br />of May 20, 1991, by adding underlined language as follows: That <br />the Cass County Commission approve a summer flex schedule for <br />all county departments who submitted a written plan, in <br />accordance with Fair Labor Standards Act, to the Commission; the <br />schedule to be effective June I-August 31, 1991, providing all <br />county offices remain open between the hours of 8:00 AM and 5:00 <br />PM each day (through the noon hour) and providing departments <br />are sufficiently staffed to handle the needs of the public and <br />other offices in the county. On roll call vote, motion carried <br />unanimously. <br /> <br />16. ISLAND PARK ACTIVITY CENTER, Social Service discretionary funds <br />Since the State of North Dakota did not accept responsibility to fund <br />the Island Park Activity Center, Mr. Wieland asked the Commission to <br />consider funding the center for the last 6 months of 1991. He said <br />he will help seek sources other than county funds for 1992 and beyond. <br />MOTION, passed <br />Mr. Wieland moved and Mr. Risher seconded to contribute <br />$2,750 from the Social Service grant fund, discretionary <br />funds, to Island Park Activity Center for the second half <br />of 1991. Motion carried on roll call vote with Mr. Eckert, <br />Mr. Risher and Mr. Wieland voting "Aye"; Mr. Shannon and <br />Mrs. Toussaint opposing, saying they support Island Park <br />Activity Center as a recreational facility but it doesn't <br />meet criteria of current Social Service sponsorship policy. <br />Mrs. Toussaint said the State legislature did not fund the <br />program because they think it's a parks and recreation <br />activity, not a county responsibility. <br />
