Minutes--dune 17, 1991 694 <br /> <br />METROPOLITAN COUNCIL OF GOVERNMENTS, Membership options <br />The Chairman asked each commissioner to complete a questionnaire on <br />Metropolitan Council of Governments (COG) membership options and send <br />them to COG or return them to the Commission Secretary. Commissioners <br />agreed that the population of Fargo and West Fargo should no't be <br />subtracted from Cass County's population for the purpose of <br />determining membership in COG. <br /> <br />19. <br /> <br />CONTRACT WITH STUTSMAN COUNTY, Board of prisoners <br />States Attorney John Golf said Walt Willis, Chief Correctional Officer <br />in the Cass County Jail, asked him to review and recommend that the <br />commission sign a contract with Stutsman County allowing Cass County <br />to board prisoners in their facility at a rate of $35 per day per <br />prisoner, instead of $40 without a contract. Mr. Golf said he might <br />have included additional language on negligence if he had prepared the <br />contract, but he recommended that the commission sign a contract to <br />reduce the cost of housing prisoners in the Stutsman County Jail. <br /> MOTION, passed <br /> Mr. Eckert moved and Mr. Wieland seconded to authorize the <br /> chairman to sign an appropriate contract with Stutsman <br /> County, as might be presented by the States Attorney, in <br /> order to lower the per diem cost for boarding prisoners in <br /> the Stutsman County Jail. On roll call vote, motion <br /> carried unanimously. <br /> <br />20. <br /> <br />DATA PROCESSING, Review of court software package <br />Several Cass County department heads and employees viewed the Burleigh <br />County court software package in Bismarck last week. States Attorney <br />John Golf and County Judge Frank Racek were in agreement that the <br />package would not necessarily be a step ahead for their offices. <br />Lieutenant Arland Rasmussen, Cass County Sheriff Department, wrote a <br />letter to the commission basically agreeing with Goff and Racek. <br /> <br />Data Processing Coordinator, Mike Steiner, thinks Cass County needs <br />an integrated system between the courts, state's attorney and sheriff, <br />and he said the Burleigh County system doesn't provide this. He was <br />also concerned about the method for making modifications to the <br />program. <br /> <br />Mr. Shannon suggested drafting letters addressing Cass County's <br />concerns and asking for more direct contact as a county because of <br />Cass County's involvement and size. <br /> MOTION, passed <br /> Mr. Eckert moved and Mr. Risher seconded that Judge Frank <br /> Racek draft a letter for the chairman's signature to Greg <br /> Wallace, State Court Administrator, and other respective <br /> entities expressing Cass County's immediate concerns. <br /> Motion carried. <br /> <br />21. <br /> <br />FINANCE COMMITTEE, Appointed for county <br />Auditor Michael Montplaisir suggested creating a county finance <br />committee, much the same as the city of Fargo utilizes, to make <br />recommendations to the county commission on major finance issues. <br />Some of these issues would be in the area of leasing versus buying <br />equipment, reserve limits for fund balances, methods of financing <br />major projects, insurance amounts and deductibles, banking and <br />investment decisions. <br /> <br /> <br />
