Minutes--May 20, 1991 672 <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />MOTION, passed <br />Mr. Eckert moved and Mrs. Toussaint seconded to authorize <br />the Chairman and the Auditor to sign a railroad crossing <br />agreement with the Burlington Northern Railroad Company for <br />upgrading the County Road 11 crossing in Mapleton at an <br />estimated cost to Cass County of $15,000 for rubberized <br />crossing materials; the materials to be placed on the <br />crossing by Burlington Northern, who will accept future <br />maintenance. <br />Discussion: Mr, Wieland thought the cost was too high, and <br />Mr. Eckert said the rubber track is more expensive initially but <br />will last longer, States Attorney Golf said the contract <br />appears to be a standard form construction/maintenance <br />agreement. He said he doesn't have any special knowledge of <br />appropriate amounts of insurance specified on page 4 of the <br />contract but the amounts appear to be reasonable. On roll call <br />vote, motion carried unanimously. <br /> <br />RAILROAD CROSSINGS, Information requested on future agreements <br />Mr. Wieland expressed concern that the railroad company doesn't give <br />counties advance warning about providing financial assistance for <br />crossing upgrades. He said the Commission should be aware of upcoming <br />projects before budgets are finalized. Mr. Shannon suggested adding <br />this to the list of commission policy positions that need to be <br />developed. Mr. Eckert will try to find out what the railroad <br />company's policy is on crossing updates and report back at the June <br />17th meeting. <br /> <br />COMMISSION OFFICE SPACE, Study desks and telephones to be installed <br />in former Tax Director's Office MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded to <br /> incorporate five small study desks and telephones for the <br /> Cass County Commissioners in the former Tax Director's <br /> Office, at an estimated cost of $300.00 to establish the <br /> telephones and the study desks to be made available at a <br /> cost not to exceed $2,000. On roll call vote, motion <br /> carried unanimously. <br /> <br />APPOINTMENT OF FUTURE SPACE AND PLANNING COMMITTEE <br />Because of increased mandated programs in Social Services, namely <br />child care, Mr. Shannon felt it is important to make future space and <br />planning a higher priority in the work plans for the county <br />coordinator. <br /> MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded to establish <br /> a task force for future space and planning consisting of <br /> the five Cass County Commissioners, the county coordinator <br /> and up to four county department heads (to be selected by <br /> department heads). On roll call vote, motion carried <br /> unanimously. <br /> <br />CHAIRMAN SHANNON, Asks Vice Chairman Wieland to take the Chair <br />Chairman Shannon turned the Chair over to Vice Chairman Wieland for' <br />the remainder of the meeting. <br /> <br /> <br />
