Minutes--May 20, 1991 671 <br /> <br />10. <br /> <br />SITE AUTHORIZATION PERMITS, Erie American Legion Club at Erie, F-M <br />Community Theatre at The Windbreak MOTION, passed <br /> Mr. Eckert moved and Mr. Risher seconded to approve the <br /> Site Authorization Permits for Dokken & Schroeder Post at <br /> the Erie American Legion Club and for the Fargo-Moorhead <br /> Community Theatre at The Windbreak for the period July 1, <br /> 1991-June 30, 1992. On roll call vote, motion carried <br /> unanimously. <br /> <br />UTILITY PERMIT, Cass County Electric to install underground cable <br /> MOTION, passed <br /> Mr. Eckert moved and Mr. Risher seconded to approve a <br /> utility permit for Cass County Electric to install an <br /> underground cable at County Road 28 between Sections 7-12, <br /> Barnes-Mapleton Townships. On roll call vote, motion <br /> carried unanimously. <br /> <br />JAIL IMPROVEMENTS AND RENOVATIONS, Bids awarded <br />County coordinator Bonnie Johnson said bids were opened May 16th by <br />Architect Richard Hennings for jail improvements/renovation. Bid <br />proposals included jail remodeling and fire code repairs, temperature <br />controls in the Courthouse and back-up generator. Mrs. Johnson said <br />the annual jail inspection was completed recently and according to <br />Charles Shumaker, Correctional Facility Inspector, the jail will be <br />up-to-date and in compliance with North Dakota Law and Jail Rules when <br />this remodeling is completed. <br /> <br />After the bids were opened and later the same day, Mr. Hennings said <br />two of the low bidders asked to be removed from consideration because <br />they said their bids contained "gross errors." One of the bidder's <br />apparently made an error in calculation and the other neglected to bid <br />all materials. After reviewing the situation, Mr. Hennings <br />recommended that the Cass County Commission accept the next low bids <br />for the project, these being MinKo Construction in the amount of <br />$279,775; Manning Mechanical in the amount of $163,436 less $10,000 <br />for alternate #5; and Fritz Electric in the amount of $273,000; for <br />a total project cost of $706,211. The architect's estimate on the <br />project was $722,880. <br /> <br />States Attorney John Goff said it appears that the two low bids do <br />contain errors that could be described as "gross errors." MOTION, passed <br /> Mrs. Toussaint moved and Mr. Wieland seconded to accept the <br /> bids of MinKo Construction, Manning Mechanical and Fritz <br /> Electric, as outlined above by the county coordinator and <br /> the architect, at a total cost of $706,211. <br /> Discussion: Concerning budgeted funds for the project, <br /> Auditor Michael Montplaisir said the Commission may need to <br /> establish a deficiency loan levy to help pay for the <br /> project. At the call for the question and upon roll call <br /> vote, the motion carried with all members voting in favor. <br /> <br />RAILROAD CROSSING, Agreement on County Road 11 at Mapleton <br />Commissioner Eckert said the Burlington Northern Railroad Company and <br />the North Dakota Department of Transportation have agreed to update <br />the County Road 11 railroad crossing at Mapleton. <br /> <br /> <br />
