Comm. Minutes--March 18, 1991 639 <br /> <br />ROAD AND BRIDGE CONSTRUCTION, Proposed 1991 program approved <br />County Engineer Don Richards said the major project on the proposed <br />1991 road and bridge construction program is paving 11.27 miles of <br />County Road 26 from Gardner west to State Highway 18 at a cost of 1.6 <br />million dollars from the 10 mill road levy. Other proposed projects <br />include bridge replacement over drain #13 on County Road 31 at an <br />estimated cost of $240,000; 5.98 miles of paving County Road 10 from <br />Mapleton to West Fargo estimated at $750,000; 3 miles of grading <br />County Road 22 from Harwood east to the Red River estimated at <br />$90,000; structure over drain #40 on County Road 22 estimated at <br />$90,000; structure over the Red River between Cass and Clay Counties <br />on Cass County Road 22 estimated at 1.6 million dollars; box culvert <br />replacement on County Road 16 estimated at $15,000; sealing and <br />shouldering various county roads at an estimated cost of $193,000; <br />and repair of township bridges, location and costs to be determined. <br /> <br />Mr. Eckert said the county road advisory committee met in March and <br />recommended approval of the 1991 proposed road and bridge construction <br />program as outlined by Don Richards today. The road advisory <br />committee consists of Commissioners Eckert and Wieland, Don Richards <br />and Steve Grindberg from the Road Department., William Thompson <br />representing the Cass County Township Officer's Association, and <br />Robert Brodshaug representing Cass County water resource districts. <br /> <br />Mr. Shannon asked when County Road 22 from Harwood east to the Red <br />River will be paved, and Mr. Richards said it will be blacktopped next <br />year if local funds are available but it isn't eligible for l0 mill <br />levy funds. He said he doesn't think this project will receive <br />federal funds. Mr. Shannon asked if County Road 22 is a high priority <br />project for next year, and Mr. Richards said it is but there are <br />projects having just as high priority on the 10 mill levy program. <br /> <br />If proposed federal legislation passes, Mr. Wieland said he <br />understands that more federal funds will be available providing there <br />are local matching funds. Referring to a meeting held February 27, <br />1991, with representatives of the North Dakota Department of <br />Transportation, Mr. Shannon said the State will get more federal funds <br />but the matching formula is changing from 80-20 to possibly 60-40 and <br />there will be more competition among counties, cities and other <br />agencies. <br /> <br />Mr. Wieland was concerned about replacing the box culvert on County <br />Road 16 because it is near the proposed Maple River Dam. Mr. Richards <br />said he will be sure Mr. Wieland's concerns are addressed. MOTION, passed <br /> Mr. Eckert moved and Mr. Wieland seconded to approve the <br /> road and bridge construction program as presented by County <br /> Engineer Don Richards. On roll call vote, motion carried <br /> unanimously. <br /> <br />BREWER LAKE ROAD <br />Don Richards requested permission to resubmit a request for <br />demonstration project funding for paving about 1.3 miles of road to <br />the Brewer Lake and recreation complex. Total cost of the project is <br />estimated at $165,000, the local share being about $65,000 based on <br /> <br /> <br />
