Comm. Minutes--March 4, 1991 636

12.

SHERIFF STAFFING, I.A.C.P. study rescheduled
Review of the I.A.C.P. study of the Sheriff's Department was again
rescheduled from March llth because one Commissioner will be out of
town. It was rescheduled for 1:30 PM on Monday, March 18th, in the
Commission Room.

13.

HUMAN RESOURCES DEPARTMENT, Brown bag seminar, after-hours aerobics
Mr. Risher reported that the Human Resources Department has scheduled
a brown bag seminar at noon on March 26th in the Juvenile Justice
Center.

The Human Resources Department determined there is enough interest
among county employees to begin an after-hours aerobics class. There
was no objection among Commissioners to allow them to use the lower
level of the Juvenile Justice Center building.

14.

COMMITTEE REPORTS, Auditor's Office remodeling, legislative issues,
road summit, Gethsemane Cathedral property purchase, parking committee
Mr. Eckert asked if the county must advertise for bids for remodeling
the Auditor's Office space, but Mr. Montplaisir said the total cost
is under $25,000, which he thought was the legal requirement. States
Attorney John Golf will research this. No one objected to beginning
the remodeling project if the States Attorney determines that the
County isn't required to advertise for bids.

Mr. Wieland reported on legislative issues. He said Bonnie Johnson,
County Coordinator, has been doing a good job interacting with
legislators. Mr. Wieland will review a bill submitted by the North
Dakota Association of Counties requesting $75 from Cass County to help
offset the cost of a legislative social held in Bismarck last week.

Mr. Shannon gave an update of the road summit meeting held in the
County Commission Room on February 27th with representatives of Fargo,
West Fargo, Cass County, several townships, Metropolitan Council of
Governments and State Department of Transportation. He was optimistic
that the groups may meet again to discuss road policy.

States Attorney John Goff reported that Cass County now owns the
property east of the Courthouse where the Gethsemane Cathedral and
education building were located before being destroyed by fire. The
damaged buildings were razed and the area filled and leveled prior to
the property closing date. Documents were given to the County Auditor
for filing, and he will have the property added to the County's
insurance policy.

Mr. Wieland said he will initiate a meeting of the County parking
committee to make some recommendations on initial and long-term
parking on the property east of the Courthouse and the entire grounds.

15.

CORRESPONDENCE, Received and filed MOTION, passed
Mrs. Toussaint moved and Mr. Wieland seconded to receive
and file correspondence outlined by the secretary as
follows: letter from Joel Young, Vector Control Director,
on out of state travel to annual meeting and purchase of
vehicle; copy of letter from former States Attorney Robert
Hoy to County Planner expressing concern of an area
