Minutes--March 4, 1991 635 MOTION, passed Mrs. Toussaint moved and Mr. Risher seconded to incorporate the written report that led to the recommendations to release 1990 escrow funds; to authorize the Chairman to sign the contract with the Cass County Historical Society subject to development of a survey and lease; the Auditor review invoices and other covenants; the county coordinator and other staff continue to work with the Historical Society to implement these efforts; and authorize the auditor to amend the 1991 budget to include the 1/4 mill. On roll call vote, motion carried unanimously. 10. ROAD DEPARTMENT OPERATIONAL AUDIT, Charles Bailly & Co. hired Auditor Michael Montplaisir said the Road Department audit committee received proposals from three certified public accounting firms to review the Road Department's organizational structure. All three firms were interviewed, and the committee recommended hiring the firm of Charles Bailly & Company to provide the first phase of the audit at a cost of $7,000-$9,000. He said County Engineer Don Richards is agreeable with this selection. Mrs. Toussaint thinks it's important to continue with phase II of the audit if phase I is started. Mr. Montplaisir said the cost of both phases will be approximately $19,000. Mr. Eckert thought the study should include facts and figures rather than philosophy and, therefore, favored a firm other than Charles Bailly & Company. Mr. Shannon said the proposal from Charles Bailly & Company was substantially lower than the other firms. He said they included facts and figures besides offering another perspective on the study. MOTION, passed Mrs. Toussaint moved and Mr. Risher seconded to approve the contract with Charles Bailly & Company for the first phase of the County Road Department operational audit with the following stipulations: 1) that the fees not exceed $9,000 unless approval is obtained by the Cass County Commission, 2) to extend the 30 days on late payment charges to 90 days because of the county's billing cycle. Discussion: Mr. Eckert asked if hourly rates could be included in the contract in case the project is cut short for some reason. Mr. Wieland said this is covered in the contract under Fees. At the call for the question and on roll call vote, motion carried unanimously. 11. COORDINATED MANAGEMENT SYSTEM, Goals and objectives to be completed Mr. Shannon said Commissioners should submit goals and objectives of their portfolio departments to the commission secretary by this Friday. However, Mr. Wieland said it is difficult for him to complete it for the Sheriff's Department until after the I.A.C.P. study is reviewed. Mr. Shannon reminded Commissioners that Scott Kildahl, Bonnie Johnson and he would be available to assist them. A meeting will be held at 1:00 PM Monday, April 1st, on the coordinated management system. Mrs. Toussaint suggested that Social Services meet at 2:00 PM on that date.
