Comm. Minutes--March 4, 1991 635 <br /> <br />MOTION, passed <br />Mrs. Toussaint moved and Mr. Risher seconded to incorporate <br />the written report that led to the recommendations to <br />release 1990 escrow funds; to authorize the Chairman to <br />sign the contract with the Cass County Historical Society <br />subject to development of a survey and lease; the Auditor <br />review invoices and other covenants; the county coordinator <br />and other staff continue to work with the Historical <br />Society to implement these efforts; and authorize the <br />auditor to amend the 1991 budget to include the 1/4 mill. <br />On roll call vote, motion carried unanimously. <br /> <br />10. <br /> <br />ROAD DEPARTMENT OPERATIONAL AUDIT, Charles Bailly & Co. hired <br />Auditor Michael Montplaisir said the Road Department audit committee <br />received proposals from three certified public accounting firms to <br />review the Road Department's organizational structure. All three <br />firms were interviewed, and the committee recommended hiring the firm <br />of Charles Bailly & Company to provide the first phase of the audit <br />at a cost of $7,000-$9,000. He said County Engineer Don Richards is <br />agreeable with this selection. <br /> <br />Mrs. Toussaint thinks it's important to continue with phase II of the <br />audit if phase I is started. Mr. Montplaisir said the cost of both <br />phases will be approximately $19,000. <br /> <br />Mr. Eckert thought the study should include facts and figures rather <br />than philosophy and, therefore, favored a firm other than Charles <br />Bailly & Company. <br /> <br />Mr. Shannon said the proposal from Charles Bailly & Company was <br />substantially lower than the other firms. He said they included facts <br />and figures besides offering another perspective on the study. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Risher seconded to approve the <br /> contract with Charles Bailly & Company for the first phase <br /> of the County Road Department operational audit with the <br /> following stipulations: 1) that the fees not exceed $9,000 <br /> unless approval is obtained by the Cass County Commission, <br /> 2) to extend the 30 days on late payment charges to 90 days <br /> because of the county's billing cycle. <br /> Discussion: Mr. Eckert asked if hourly rates could be <br /> included in the contract in case the project is cut short <br /> for some reason. Mr. Wieland said this is covered in the <br /> contract under Fees. At the call for the question and on <br /> roll call vote, motion carried unanimously. <br /> <br />11. <br /> <br />COORDINATED MANAGEMENT SYSTEM, Goals and objectives to be completed <br />Mr. Shannon said Commissioners should submit goals and objectives of <br />their portfolio departments to the commission secretary by this <br />Friday. However, Mr. Wieland said it is difficult for him to complete <br />it for the Sheriff's Department until after the I.A.C.P. study is <br />reviewed. Mr. Shannon reminded Commissioners that Scott Kildahl, <br />Bonnie Johnson and he would be available to assist them. A meeting <br />will be held at 1:00 PM Monday, April 1st, on the coordinated <br />management system. Mrs. Toussaint suggested that Social Services meet <br />at 2:00 PM on that date. <br /> <br /> <br />
