Comm. Minutes--January 21, 1991 610 <br /> <br />State's Attorney John Goff said Robert Hoy conducted a <br />study of the proposed personnel policies and procedures <br />manual and provided Commissioners with a 10-page opinion <br />letter of his findings. Mr. Golf said he has not made an <br />independent study of the proposed manual, but he will if <br />the Commission wants him to, He believes Mr. Hoy made a <br />thorough analysis, and he agreed that some of the proposed <br />policies would be inconsistent with State law and some may <br />unnecessarily expose the county to greater liability. <br /> <br />Mrs. Toussaint said she has a letter from Kathy Hogan, <br />Social Services Director, expressing concerns about salary <br />equity, policy interpretation, North Dakota Central <br />Personnel system, and disciplinary policies and procedures <br />that haven't been followed through by the County Personnel <br />Department. She said it has caused a number of problems in <br />the Cass County Social Services Department. <br /> <br />Mr. Eckert said changes in the policies and procedures <br />manual could have been made before final approval because <br />the Commission has to approve the manual. Mr. Shannon said <br />a special Commission meeting was held last August to review <br />the proposed manual line by line and Commissioners reached <br />a consensus on certain items, but that material was ignored <br />in the second draft. <br /> <br />At the call for the question and upon roll call vote, the <br />motion carried with three members voting "Aye", Mr. Eckert <br />and Mr. Wieland opposing. Mr. Goff advised the Commission <br />that Mr. Riches is entitled to 30 days written notice from <br />the County. <br /> <br />Jim Thoreson, who served on the personnel director selection committee <br />when Geoffrey Riches was hired, spoke in his behalf. He said the <br />committee hoped Mr. Riches would not be given additional tasks so he <br />could complete priority items listed in the personnel director's work <br />plan, but Mr. Riches worked with Social Services after that department <br />head left the County's employ. <br /> <br />12. <br /> <br />EMPLOYEE ASSISTANCE PROGRAM, Proposed agreement deferred <br />Mr. Risher asked that the proposed Employee Assistance Program <br />agreement with St. Aiexious Medical Center and Heartview Foundation <br />be deferred until corrective changes are referred to the Commission <br />in the form of a letter from Bismarck. <br /> <br />13. <br /> <br />SHERIFF DEPARTMENT, Request to advertise for purchase of 5 vehicles <br />Sheriff Don Rudnick requested permission to advertise for bids to <br />purchase three marked patrol vehicles and two unmarked vehicles to <br />replace present vehicles in the fleet. He provided Commissioners with <br />information on Sheriff Department vehicle use, mileage, types of <br />vehicle and vehicles to be replaced. He said up to four vehicles <br />could be transferred to the Social Services Department for employees <br />who transport clients on a routine basis. <br /> <br /> <br />
