Minutes--December 18, 1990 585 <br /> <br />parishioners, vacating of 9th Street South between 2nd and 3rd <br />Avenues, traffic problem on 10th Street South between 2nd and 3rd <br />Avenues, and Fargo School District employees parking on the west side <br />of the Juvenile Justice Center lot. Mr. Shannon suggested that <br />Commissioners Wieland and Risher work with Sheriff Rudnick to <br />establish a subcommittee to explore the various issues, and update the <br />Commission at the January 22nd meeting, if possible. <br /> <br />17. <br /> <br />SHERIFF DEPARTMENT, Gasoline purchase reviewed/vehicle purchases <br />Sheriff Rudnick submitted a memo to the County Commission dated <br />December 6th with four options on gasoline purchases for Sheriff <br />Department vehicles. He recommended maintaining the present gas tank <br />through the summer of 1993, at which time the County could consider <br />joint purchase of gasoline with the City of Fargo Police Department. <br /> <br />Purchasing gasoline from an existing dealer would increase the price <br />of gas because of administrative fees above the pump price, and using <br />credit cards would increase the price by about 4 cents per gallon, <br />according to the sheriff. He said the department buys about 30,000 <br />gallons of gas per year. Mr. Shannon doesn't think the County would <br />be penalized for buying in the quantity that they do. <br /> <br />Mr. Shannon said the International Association of Chiefs of Police <br />(IACP) report, first presented to the Commission on October 16, 1990, <br />addresses the fleet of sheriff vehicles. He said there is no vehicle <br />use policy that addresses the issues raised in the IACP report and <br />those raised by the County Commission at various times. There are <br />presently 31 vehicles operated by the Sheriff Department, and Mr. <br />Shannon said it appears there would be only 27 people who should have <br />access to a vehicle. <br /> <br />Sheriff Rudnick said the department is short of vehicles at times <br />because of maintenance and vehicles on the road. He said there is a <br />cost factor of taking vehicles home vs. leaving them at the <br />Courthouse. Maintenance and oil changes are done now on days off by <br />officers driving the cars. He said some of the jail staff use the <br />vehicles to make trips for the department on their days off. <br /> <br />Mr. Shannon asked Commissioner Wieland to develop a preliminary work <br />plan with the Sheriff that will address the vehicle use issue and fuel <br />purchase in light of the IACP report. He thinks the request to <br />purchase new vehicles is premature at this time. <br /> <br />Mr. Wieland said the County needs to discuss those items in the IACP <br />report to see if they would be adaptable to Cass County. He did not <br />feel the Commission should delay the purchase of four-wheel drive <br />vehicles at this time. He said the Sheriff has some sort of vehicle <br />use policy, which was distributed to Commissioners. Mr. Shannon said <br />the policy doesn't deal with how the vehicles are used and questions <br />about fuel and mileage. <br /> <br />Mr. Shannon recommended referring this to Commissioner Wieland for <br />further discussion and debate with the Sheriff and other folks he may <br />wish to include so the Commission can establish a vehicle use policy <br /> <br /> <br />
