Comm. Minutes--December 18, 1990 584 <br /> <br />call. He said it would be difficult to handle the situation with the <br />present staff, and he thinks he will need two more people. Accountant <br />Mike Montplaisir said there is money in the current jail budget for <br />additional staffing on a short-term basis. <br /> <br />Mr. Shannon said this points out the need to be more specific about <br />jail policy and the County's core business on jail incarceration. He <br />suggested authorizing an expenditure of funds so the jail might be <br />staffed properly to deal with what Dr. Lenzmeier feels is minimum <br />coverage for the safety of individuals placed there, with a follow-up <br />need to examine the contract for services that exists between the <br />County and the City of Fargo. MOTION, passed <br /> Mr. Wieland moved and Mr. Sondrall seconded that the <br /> following action be taken: 1) Authorize sheriff staff to <br /> add additional part-time employees as might be available <br /> and as needed to comply with Dr. Lenzmeier's minimum <br /> coverage; 2) States attorney staff to develop a letter to <br /> be delivered today to the City of Fargo notifying them of <br /> the need for this specific action and why; 3) All costs <br /> that are attending these new activities on behalf of Cass <br /> County, both directly and indirectly, be carefully <br /> documented; 4) Commissioner Wieland to work with a <br /> committee consisting of Dr. Lenzmeier, the states attorney, <br /> the sheriff, Lt. Walt Willis, county coordinator Bonnie <br /> Johnson, accountant Mike Montplaisir, and Commissioner <br /> Shannon tentatively setting a meeting for January 7th at <br /> 8:00 AM in the County Commission Room; 5) Instruct jail <br /> staff not to make county equipment available for use by the <br /> Fargo Police Department because the County's alcohol <br /> testing equipment is not certified by the State <br /> Toxicologist nor are the results admissible as evidence in <br /> a courtroom; 6) County jail will operate on the policy <br /> that offenders will be held in jail until such time that <br /> the City of Fargo says to release them. On roll call vote, <br /> motion carried unanimously. <br /> <br />15. <br /> <br />SHERIFF DEPARTMENT, Agreement for breath alcohol screening devices <br /> MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded to authorize the <br /> Chairman to sign the usage agreement for breath alcohol <br /> screening devices (Alco-Sensors) with the State <br /> Toxicologist, changing the number of Alco-Sensors from one <br /> to two as requested by the Sheriff. On roll call vote, <br /> motion carried unanimously. <br /> <br />16. <br /> <br />SHERIFF DEPARTMENT, Parking policy reviewed <br />Sheriff Rudnick asked the Commission to review parking rules adopted <br />at the January 26, 1988, Commission meeting. He said some people have <br />received two warnings for parking where they are not authorized to <br />park, and County policy indicates that the third violation will result <br />in towing of said vehicle at owner's expense. <br /> <br />Mr. Shannon said there are a number of parking-related issues, <br />including property the County is purchasing from Gethsemane Cathedral <br /> <br /> <br />
