Minutes--December 4, 1990 573 <br /> <br />CONNISSION NEETINGS, Rescheduled for January, 1991 MOTION, passed <br /> Because of the New Year's holiday and after consultation <br /> with the States Attorney, Nr. Wieland moved and Nr. Eckert <br /> seconded to adopt the January meeting schedule of the Cass <br /> County Board of Commissioners as January 8 and 22, 1991. <br /> Notion carried. <br /> <br />CDBG REVOLVING LOAN, Town & Country Roll-Off Service <br />Mr. Eckert said the Lake Agassiz Regional Council initiates CDBG loans <br />but technically are no longer involved after the loan is secured. <br /> <br />Accountant Mike Montplaisir, Commissioners Shannon and Eckert, and <br />Commissioner-elect Steve Risher met yesterday with Kathy Nyhof <br />representing Town & Country Roll-Off Service. Mrs. Nyhof was asked <br />for financial information before the December 18th County Commission <br />meeting and for clarification of financial statements pertaining to <br />withdrawals. Mr. Montplaisir said it appears that Lake Agassiz <br />Regional Council, through the Small Business Incubator program, <br />prepared financial statements to package the loan but there was no <br />check and balance system. This item will be on the next agenda. <br /> <br />SOCIAL SERVICES, Salary adjustment for Rainer Lobit7 <br />Social Services employee Rainer Lobitz will receive a salary increase <br />and be paid $2,400 in back pay because of reorganization of the Family <br />Services Division about two years ago. <br /> <br />The Commission received a copy of a memo from Personnel Director Geoff <br />Riches to Social Services Director Kathy Hogan dated October 17, 1990. <br />In his memo to Ms. Hogan, Mr. Riches recommended a salary adjustment <br />for Mr. Lobitz to reflect increased duties and responsibilities of <br />overseeing the Family Services Division. <br /> <br />Mrs. Toussaint said Director Hogan raised some policy questions in a <br />memo to the Commission dated December 3, 1990. She said an <br />individual's performance can't be considered as a factor for salary <br />adjustment since the County doesn't have a county-wide performance <br />evaluation system in place. <br /> <br />States Attorney Robert Hoy thought it would be difficult not to adopt <br />the recommendation of the Personnel Director which recognizes the <br />duties Mr, Lobitz performed in addition to his regular duties. <br />Mr. Hoy doesn't think this is the time to address complaints about the <br />employee's performance because neither the Social Services Board nor <br />the County Board did anything to express dissatisfaction. He said one <br />of the things that complicates the issue is not having an evaluation <br />process, and the fact that the last 5% raise was structured for <br />employees no matter what their performance is, Mrs. Toussaint agreed <br />that this is a problem with the 5% increase for all employees. <br /> <br />Hr. Shannon said he had hoped the Commission wouldn't be faced with <br />across the board increases ever again after staffing a full-scale <br />Personnel Department. <br /> <br /> <br />
