Minutes--November 20, 1990 569 <br /> <br />20. <br /> <br />21. <br /> <br />22. <br /> <br />"OSCAR SONDRALL DAY" PROCLAMATION MOTION, passed <br /> Mr. Wieland moved and Mr. Eckert seconded that the Chairman <br /> and Commissioners sign a proclamation establishing "Oscar <br /> Sondrall Day" on December 18, 1990, in recognition of his <br /> 18 years of service as a Cass County Commissioner. On roll <br /> call vote, motion carried unanimously. Mr. Sondrall said <br /> he also received honors at the North Dakota County <br /> Commissioners Convention held in Dickinson last week. <br /> <br />COMMITTEE REPORTS, ND County Commissioners Association, Road <br />Department billp, Stanley Township letter~ Road Department auditt <br />Harwood City Commission meeting <br />Commissioner Alon Wieland was elected president of the North Dakota <br />County Commissioners Association. Commissioners Toussaint, Eckert, <br />Sondrall and Wieland attended the convention in Dickinson last week. <br /> <br />Mrs. Toussaint asked if Commissioners Wieland and Eckert reviewed two <br />Road Department vouchers which were questioned at the last' meeting. <br />Mr. Eckert said they met with Don Richards about his mileage voucher, <br />and it appears to be acceptable because it was for checking on roads. <br />Mrs. Toussaint said there are 17 pick-ups or suburbans in the current <br />Road Department inventory, and she thinks one of those should be <br />available for Mr. Richards' use rather than using his own vehicle. <br />Mr. Eckert said he will report back on this at the next meeting. <br /> <br />Regarding the voucher for crack sealing, Mr. Eckert said he inspected <br />the road and wasn't satisfied with the job but the Engineer was. <br /> <br />Mr. Shannon received a letter from Tom Fischer, Stanley Township Board <br />Chairman, dated November ?, 1990, about the County Road Department. <br /> <br />There are funds in the current year budget to secure an accounting <br />firm to do an analysis of Road Department activities, and Mr. Shannon <br />recommended that Commissioners Wieiand and Eckert work with Mike <br />Montplaisir and Scott Kildahl to convene a meeting as soon as possible <br />to take necessary steps under Mr. Montplaisir's direction to hire a <br />firm to begin a performance audit before year-end. Commissioners <br />Wieland and Eckert were in agreement. <br /> <br />Mr. Eckert said he is invited to a Harwood City Commission meeting on <br />December 10, 1990, along with County Engineer Don Richards and Jeff <br />Volk, Moore Engineering Company, to discuss road and bridge concerns. <br /> <br />LEGISLATION, Deadline of December 15th for submitting drafts <br />Commissioners received a memo from Bonnie Johnson, County Coordinator, <br />asking the Commission to allow Mark Boening to draft legislation for <br />items outlined in her memo of November 16, 1990, because of a <br />legislative council deadline of December 15, 1990. Mr. Wieland said <br />the 5th item should say "certification" instead of "qualifications" <br />for elected officials. Mr. Shannon asked him to work with Mr. Boening <br />on proposed legislation, and Mr. Wieland was in agreement. <br /> <br /> <br />
