Minutes--September 27, 1990 541 <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />SEPTEHBER 27, 1990 <br /> <br />MEETING TO ORDER <br />Chairman Gene Shannon called the meeting to order with all members <br />present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, Sharon <br />"Pepper" Toussaint, and Gene Shannon. The special meeting was called <br />for the purpose of making a final review and passage of proposed 1991 <br />County budget. The other order of business is three contracts to be <br />signed in connection with Phase II of the Cass County Model project;. <br /> <br />CASS COUNTY MODEL, PHASE II, G~Q~racts apBroved <br />States Attorney Robert Hoy sent a letter to the Commission dated <br />September 25, 1990, reviewing the proposed consulting contract with <br />Scott Ki Idahl for phase II of the model project· Mr. Hoy mentioned tl~e <br />compensation schedule· While it is not the normal procedure, Mr. Hoy <br />said there is nothing wrong wit. ii it legal ly. Another comment was that <br />work projects outlined by Mr. Ki Idahi in paragraph 4 of his COl'~t~ac'b <br />are not very specific. <br /> <br />Mr. Wieland suggested that a specific work plan be attached t.o 'tt~e <br />contract with Mr. Kildahl. Mr. Eckert was in agreement, and he also <br />suggested that Mr. Ki]dahl receive 12 equal installments instead of' <br />11, as stated in his proposed contract. <br /> <br />Mr. Shannon suggested amending the contract with Scott Kildahl by <br />adding an item d to paragraph 4 as follows: "Other consulting d~t'iea <br />as might be deemed appropriate to carry forth the second phase of the <br />Cass County Model·" Mr. Kildahl will be asked to provide a detailed <br />work plan on October 1 to be attached to the contract, and the <br />monthly installment will coincide with contract completion. <br /> <br />The States Attorney prepared two reassignment agreements, <br />Bonnie Johnson to be reassigned to the temporary position of <br />Coordinator, as created by the Cot~nty Commission, and the oth~.}l- <br />Adair Boening, pa. rt-time attorney in the Regional Chi td Still~lhOl <br />Er~forcement Unit, to be reassigned to the temporarily vacated <br />of Director of Regional Child Support Enforcement Unit. MOTION, passed <br /> Mr. Sondrall moved and Mrs. Toussaint seconded to allow <br /> authorization of signing the above three contracts <br /> offer them to these individuals in such a manner that <br /> order of priority for acceptance be Scott Kildahl, Bonnie <br /> Johnson, and Adair Boening, which comprises a package a.~; <br /> key component of the phase II model project. <br /> Discussion: Mr. Wieland said he still has a problem witl~ <br /> the methodology of these three appointments and would have <br /> preferred to vote on the three contracts separately. <br /> Mr. Eckert also was concerned about the procedure <br /> agreed that time is short for implementing all <br /> positions. At the call for the question and on roll <br /> vote, the motion carried unanimously. <br /> <br /> <br />
