Comm. Minutes--September 21, 1990 539

11.

12.

13.

14.

15.

DRUG RESTITUTION FUND, E-911 AND CORONER, BudRets approved
Mr. Montplaisir said E-911 Service Fund and Drug Restitution Fund do
not require tax dollars. E-911 is financed from monthly hook-up fees,
and Drug Restitution is financed from the Sheriff Department's share
of drug busts.

The County has a contract for coroner services, and $65,000 is budgeted
for 1991 for continuation of this contract. MOTION, passed
Mr. Wieland moved and Hr. Eckert seconded to approve the 1991
budgets for Drug Restitution, E-911 Service, and Coroner.
On roll call vote, motion carried unanimously.

SUPERINTENDENT OF SCHOOLS, Budget approved MOTION, passed
Mrs. Toussaint moved and Mr. Eckert seconded to approve
Superintendent of Schools budget as amended, following policy
adopted earlier today regarding salary of newly elected
officials. On roll call vote, the motion carried
unanimously.

EMERGENCY FUND, Removed from budget
Mr. Montplaisir suggested not approving $400,000 as budgeted for
Emergency Fund. He said the money is in a savings account, and the
Commission can approve a budget in the case of an emergency. If money
is budgeted, it appears the $400,000 is being spent when, in fact, it
is not.
MOTION, passed
Mr. Wieland moved and Mrs. Toussaint seconded to remove the
Emergency Fund from the budget with the understanding that
money is in savings and if needed in time of emergency, the
Commission would immediately create the budget item for
Emergency Fund and move the money from savings to that fund.
On roll call vote, the motion carried unanimously.

JOB DEVELOPMENT LEVY, Budget approved
Mr. Montplaisir said the Commission indicated in the 1990 budget that
there would be a 5% reduction in this levy, to be established as a loan
pool. The Job Development request for 1991 is in accordance with this
budget amendment from 1990. MOTION, passed
Mrs. Toussaint moved and Mr. Wieland seconded to acknowledge
the amendment and approve the Job Development Levy budget.
On roll call vote, the motion carried unanimously.

RED RIVER VALLEY FAIR LEVY, BudRet approved
The Red River Valley Fair Association requested $102,200 for 1991.
Cass County budgets money toward trophies, premiums, and general
liability insurance according to a 1990 budget annotation.

However, the budget sheet submitted by the Fair Association includes
money to pay for the following items which were not included in the
1990 budget annotation: 1) picnic and donation of Fantastickets, 2)
security, staff, supplies, bedding for livestock, and 3) superinten-
dents. Mr. Wieland suggested reducing the budget request by $10,000.
