Hinutes--September 21, 1990 530 <br /> <br />SHERIFF OPERATIONS, Uniforms, Crime Stoppers, new vehicles, fuel system <br />study <br />Under Operations section, there are two positions funded 72% by the <br />State with a match of 28% paid by the County. These grants are for <br />four years. The positions include a multi-drug task force employee and <br />a drug dare employee to visit rural and West Fargo schools. <br /> <br />Uniforms line item was increased from $4,500 for 1990 to $9,300 for <br />1991. Sheriff Rudnick said he used a lO-year rotation cycle for <br />replacement of uniforms and estimated a cost of $300/year per person. <br /> <br />Under weapons/ammo line item, there is a $500 increase from last year <br />due to inflation and replacement of weapons. <br /> <br />Under crime prevention line item, there is an increase from <br />$750 in 1990 to $3,750 budgeted for 1991. The reason for the increase <br />is due to a request from Red River Valley Crime Stoppers for $3,000. <br /> <br />Mr. Cal Eggers, Director of Crime Stoppers, was present. The <br />organization was started in December, 1989, and was designed for <br />citizens to call with information about a crime and receive a reward. <br />Mr. Eggers said ~rime Stoppers has paid $2,650 in rewards, has been <br />instrumental in making 19 arrests, and has recovered $61,400 in <br />property. He has requested money from the following agencies: Fargo <br />Police--S12,000; Moorhead Police--S6,000; Clay County Sheriff's <br />Department--S3,000; and Cass County Sheriff's Department--S3,000. <br /> <br />Mr. Shannon asked the County Accountant if this request is placed <br />appropriately in the budget under crime prevention, and <br />Mr. Montplaisir thought the placement is appropriate. <br /> <br />Vehicle operation 'line item increased from $36,000 in 1990 to $42,000 <br />budgeted for 1991 due to rising fuel costs. Vehicles line item <br />budgeted for $119,000 is for purchase of three marked squad cars, two <br />unmarked vehicles, and two 4x4s. Sheriff Rudnick distributed copies <br />of the chart rotation of unmarked and marked vehicles. Unmarked <br />vehicles have a five-year cycle for replacement and marked squad <br />vehicles have a three-year cycle. <br /> <br />Vehicle equipment and radar line item increased from $13,884 in 1990 <br />to $14,500 budgeted for 1991 due to purchase of one radar unit and five <br />mobile repeaters. <br /> <br />Fuel control cystem line item was added at $12,000 to purchase a new <br />pump for gas tank. The monitoring mechanism doesn't work and because <br />this part is not made separately, a whole pump needs to be purchased. <br />By 1993, due to EPA regulations, monitoring equipment needs to be <br />installed to make sure the tank is not leaking. Replacing both the <br />tank and pump would cost $42,000. <br /> <br />Glenn Ellingsberg said the Sheriff's Department orders 6,000 to 8,000 <br />gallons of gas at one time and use approximately 18,000 gallons per <br />year. Without the monitoring mechanism, there is no way to audit gas <br />going out. He also said that by 1998, EPA regulations regarding the <br />underground piping and pump may require more changes in this system. <br /> <br />A suggestion was made to do a cost effectiveness study to review the <br />present system versus retail sales on gasoline. <br /> <br /> <br />
