Minutes--September 21, 1990 535 <br /> <br />SPECIAL MEETING OF CASS COUNTY BOARD OF COMHISSIONERS <br /> <br />SEPTEMBER 21, 1990 <br /> <br />MEETING TO ORDER <br />Chairman Gene Shannon called the meeting to order with all members <br />present as follows: Oscar Sondra]l, Don Eckert, Alon Wieland, Sharon <br />"Pepper" Toussaint, and Gene Shannon. <br /> <br />LICENSE FEES FOR DEPARTMENTS, Policy developed <br />Mr. Shannon said some departments pay for their employees' license <br />fees, while some do not. He suggested developing a uniform policy for <br />all departments to follow. <br /> <br />The fees for each department per year are as follows: States <br />Attorneys--$1,200; Social Services--S1,320; County Court--S400; Child <br />Support Enforcement--S500; Sheriff's Department--S150; and County <br />Accountant--S60. If this policy was changed so that employees pay 50% <br />and County pays 50% of the fees, Personnel Policy would need to be <br />changed. The money would go into individual line items under each <br />department's budget. MOTION, passed <br /> Mr. Wie]and moved and Mr. Eckert seconded to amend individual <br /> budgets to allow up to 50% cost share by the County for <br /> required licenses on a pro-rata basis following change in the <br /> Personnel Policy. On roll call vote, the motion carried <br /> unanimously. <br /> <br />SUPERINTENDENT OF SCHOOLS, Clarification of pay rate <br />Personnel Director Geoff Riches gave a clarification of policy on pay <br />rates for elected officials. He said the starting salary for elected <br />officials shall be the minimum of the County pay scale for that <br />position. Salaries for newly elected officials who were previously <br />County employees occupying regular positions will be handled in <br />accordance with established County personnel policy as defined in <br />Section 3.2, Personnel Policies and Procedures Hanual. If approved, <br />this po]icy will be part of the overall Personnel Policies and <br />Procedures Hanual. <br /> MOTION, passed <br /> Mrs. Toussaint moved and Mr. Sondrall seconded to recommend <br /> adding above policy to the Cass County Personnel Policies and <br /> Procedures Manual, subject to development of the new manual. <br /> On roll call vote, the motion carried unanimously. <br /> <br />SHERIFF DEPARTMENT/JAIL, Budgets reviewed <br />Sheriff Don Rudnick and Glenn Ellingsberg reviewed the Sheriff, Jail <br />and Juvenile Detention Center budgets as follows· <br /> <br />SHERIFF SUPPORT SERVICES, Salary chan~es, purchase of cellular phone <br />and video camera <br />Mr. Montplaisir said several employees were moved from Support Services <br />to Operations division. Salary guidelines were fo]lowed, with the <br />exception of one in Emergency Hanagement. <br /> <br />In the Support Services section under maintenance agreement 'line item, <br />the amount budgeted should be $1,200 instead of $1,500. Also, <br />communications line item was increased $1,600 for 1991 to purchase a <br />portable cellular phone for deputies in the Warrants Division and for <br />purchase of a video camera to tape interviews with suspects. <br /> <br /> <br />
